Abstract

Maģistra darbā “RDSD stratēģiskās komunikācijas un iedzīvotāju iesaistes virzienu izstrāde 2022. līdz 2027. gadam” tiek veikts RDSD līdz šim īstenotās stratēģiskās komunikācijas un iedzīvotāju iesaistes izvērtējums, kā arī apkopoti RD Satiksmes un transporta lietu komitejas, ekspertu, RDSD vadības un NVO priekšlikumi RDSD stratēģiskās komunikācijas un iedzīvotāju iesaistes virzienu izstrādei 2022. līdz 2027. gadam. RDSD ir viena no publiski kritizētākajām RD iestādēm, kas izteikti daudz pārmetumu saņem no NVO par komunikācijas trūkumu un nepietiekamu iedzīvotāju iesaisti satiksmes infrastruktūras projektēšanā un plānošanā. Tādēļ, lai nodrošinātu iedzīvotāju iesaisti satiksmes infrastruktūras projektēšanā un plānošanā, paaugstinātu pieņemto lēmumu kvalitāti, sekmētu infrastruktūras atbilstību iedzīvotāju vajadzībām, kā arī uzlabotu RDSD reputāciju, minētos aspektus būtu nepieciešams pētīt padziļināti, lai, pamatojoties uz iegūtajiem rezultātiem, izstrādātu RDSD stratēģiskās komunikācijas un iedzīvotāju iesaistes virzienus 2022. līdz 2027. gadam. Pētījuma mērķis ir izstrādāt RDSD stratēģiskās komunikācijas un iedzīvotāju iesaistes virzienus 2022. līdz 2027. gadam. Maģistra darba teorētisko nostādņu izstrādē ir izmantoti Džeimsa Gruniga (James Grunig), Adriana Kroplija (Adrian Cropley), Olafa Hofjana (Olaf Hoffjann) un citu teorētiķu stratēģiskās komunikācijas pētījumi, kas ir papildināti ar pilsoniskās līdzdalības teoriju, fokusējoties uz iedzīvotāju iesaisti satiksmes infrastruktūras projektēšanā un plānošanā. Šīs sadaļas izstrādē ir izmantoti Miriamas Lindenau (Miriam Lindenau), Suzannas Boleres-Beidekeres (Susanne Böhler-Baedeker), Nunsijas Linsalones (Nunzia Linzalone) un citu zinātniskajās datubāzēs citēto autoru darbi. Pētījuma rezultāti atklāj, ka RDSD stratēģiskās komunikācijas un iedzīvotāju iesaistes plānošana līdz šim nav veikta. Tas ir skaidrojams ar cilvēkresursu trūkumu iestādes sabiedrisko attiecību nodaļā, kā arī politiskajām un iestādes vadības prioritātēm. Tāpat iegūtie rezultāti norāda uz RDSD sadarbības trūkumu ar citām RD struktūrvienībām, tādējādi sekmējot situāciju, ka satiksmes infrastruktūras plānošana, izbūve, pārbūve un atjaunošana tiek veikta atrauti no pilsētas un transporta jomas attīstības dokumentos noteiktajām prioritātēm. Minēto faktoru kopums ir radījis priekšnoteikumus tam, ka RDSD līdz šim īstenotā komunikācija tiek raksturota kā reaģējoša, nevis proaktīva, uz īstermiņu plānošanu balstīta un kampaņveidīga, savukārt iedzīvotāju iesaiste satiksmes infrastruktūras projektēšanā un plānošanā tiek vērtēta kā fragmentāra, drīzāk informatīva un konsultatīva, kā arī bez noteiktiem iesaistes kritērijiem un procesa dizaina.

The Master's thesis “Strategic Communication and Resident Involvement Plans of the Riga City Council Department of Transportation 2022-2027” evaluates the strategic communication and resident involvement implemented so far in the Riga City Council Department of Transportation (RCCDT), as well as summarizes the proposals of the Riga City Traffic and Transport Committee, experts, RCCDT management and NGOs. RCCDT is one of the most publicly criticized Riga City Council institutions, which receives a lot of criticism from NGOs, mainly for the lack of communication and insufficient involvement of the residents in the design and planning of traffic infrastructure. Therefore, to ensure the involvement of residents in the design and planning of traffic infrastructure, increase the quality of decisions made and improve the relevance of infrastructure to the needs of citizens, as well as RCCDT reputation, these aspects need to be studied more profoundly. The aim of the research is to develop strategic communication and resident involvement plans of the RCCDT 2022-2027. The theoretical framework of the master's thesis has been developed by the research of strategic communication of James Grunig, Adrian Cropley, Olaf Hoffjann and other authors, supplemented by the theory of civic participation, focusing on the involvement of citizens in traffic infrastructure design and planning. The works of Miriam Lindenau, Susanne Böhler-Baedeker, Nunzia Linzalone and other authors cited in scientific databases were used in the development of this section. The results of the study reveal that the planning of RCCDT strategic communication and citizen involvement has not been done so far. This is due to the lack of human resources in the institution's public relations department, as well as the political and management priorities of Riga City Council and RCCDT. The obtained results also indicate the lack of cooperation of RCCDT with other departments of Riga City Council, thus facilitating the situation that the planning, construction and renewal of traffic infrastructure is performed separately from the priorities set in the development documents of the city and transport. The combination of these factors has created preconditions for the RCCDT communication so far to be described as reactive rather than proactive, based on short-term planning and campaign-like, while the involvement of residents in traffic infrastructure design and planning is fragmented, rather informative and consultative and without certain involvement criteria and process design.
