Nelikumīgu darbību ar narkotiskām un psihotropām vielām krimināltiesiskais aspekts

Abstract

Maģistra darba izvelētā tēma ir „Nelikumīgu darbību ar narkotiskām un psihotropām vielām krimināltiesiskais aspekts”. Mūsdienas narkotisko un psihotropo vielu lietošana ir ļoti izplatīta pasaulē un uz to nelegālo apriti katru gadu tiek iztērēti milzīgi resursi. Narkotisko/psihotropo vielu nelikumīgas aprites rezultātā rodas problēmas, kas ietekmē iedzīvotāju veselības un labklājības stāvokli. Narkotisko/psihotropo vielu nelikumīgas tirdzniecības rezultātā, pieaug arī citu noziedzīgu nodarījumu skaits, piemēram, mantiska rakstura, ko narkomāni izdara ar mērķi iegūt narkotiskās vielas vai līdzekļus to iegādei. Sadzīves rakstura nodarījumi: huligānisms, slepkavība vai miesas bojājumu nodarīšana, narkotisko/psihotropo vielu reibumā. Narkotiskās un psihotropās vielas var arī izmantot, lai novestu citu personu bezpalīdzīgā stāvoklī un izmantot viņu. Cīņai ar narkotisko un psihotropo vielu nelikumīgu apriti pasaulē ir izveidoti vairāki normatīvie regulējumi, starptautiskie sadarbības plāni. Ņemot vērā to, ka narkotisko un psihotropo vielu nelikumīgas aprites jautājums mūsdienas ir aktuāls, maģistra darbā tiek izskatīts šīs jautājums un ar to saistīto krimināltiesiskais regulējums. Maģistra darbā tiek pētīti vairāki jautājumi, kas saistīti ar narkotisko/psihotropo vielu nelegālo apriti. Maģistra darba mērķis ir analizēt narkotisko un psihotropo vielu krimināltiesisko regulējumu, izdarīt secinājumus un sniegt priekšlikumus krimināltiesiskā regulējuma pilnveidošanai.

Annotation The chosen topic of the master’s thesis is "Criminal law aspect of illegal activities with narcotic and psychotropic substances". Today's use of narcotic drugs and psychotropic substances is very widespread in the world and huge resources are spent every year on their illicit trafficking. Illicit trafficking in narcotic drugs/psychotropic substances raises problems that affect the health and well-being of the population. As a result of illicit trafficking in narcotic drugs/psychotropic substances, the number of other criminal offences, such as property crimes committed by drug addicts with the aim of obtaining drugs or funds for their purchase, is also increasing. Domestic offences: hooliganism, murder or bodily harm, under the influence of narcotic / psychotropic substances. Narcotic and psychotropic substances can also be used to exploit another person. In order to combat the illegal circulation of narcotic drugs and psychotropic substances in the world, several normative regulations and international cooperation plans have been established. Taking into account the fact that the issue of illicit trafficking in narcotic drugs and psychotropic substances is topical today, this issue and the related criminal law regulation are explored in the master's thesis. Several issues related to the illegal circulation of narcotic/psychotropic substances are studied in the master's thesis. The aim of the master's thesis is to analyse the criminal law regulation of narcotic and psychotropic substances, to draw conclusions and provide proposals for the improvement of the criminal law regulation.
