Latvijas profesionālo interešu grupu darbība ES lēmumu ietekmēšanā

Abstract

Maģistra darba autore Aneta Strautmane ir izstrādājusi darbu “Latvijas profesionālo interešu grupu darbība Eiropas Savienības lēmumu ietekmēšanā”. Eiropas Savienības (turpmāk – ES) un Latvijas turpmāko sadarbību noteiks sabiedrības spējas savstarpēji sadarboties kopīgu interešu vārdā. Tādējādi nepieciešams veicināt iedzīvotāju aktivitāti un līdzdalību, nodrošinot efektīvu interešu pārstāvniecību ES lēmumu pieņemšanas norisē. Latvijas uzņēmēju un darba ņēmēju interešu aizstāvība ES sniedz iespēju uzņēmumu konkurētspējas nostiprināšanai ES Vienotajā tirgū. Tādēļ uzņēmējiem un darba ņēmējiem svarīgi izmantot ES sniegtās interešu pārstāvniecības un sociālā dialoga iespējas. Darba mērķis ir izvērtēt kā Latvijas uzņēmēju un darba ņēmēju organizācijas izmanto iespējas, kas ir pieejamas ES, savu interešu aizstāvībai. Darbs tiek strukturēts trīs nodaļās un pētījumā tiek izmantota dokumentu analīze un daļēji strukturētās intervijas metodes. Pirmajā nodaļā tiek veikta teorētiskās literatūras analīze par daudzlīmeņa pārvaldības teoriju un interešu grupu pieeju. Teorija nosaka, ka dialogu un partnerības veidošanu starp ES institūcijām un organizācijām veicina sabiedrības līdzdalība un interešu grupu aktivitāte, nodrošinot efektīvu sadarbību dažādos līmeņos. Otrajā nodaļā tiek apzinātas Latvijas interešu grupas - LDDK, LTRK, LBAS, kas aizstāv uzņēmējdarbības un darba ņēmēju nozaru intereses dažādos pārvaldības līmeņos ES ietvaros. Noslēguma nodaļā tiek analizētas LLDK, LTRK, LBAS pārstāvju sniegtās atbildes par interešu grupu prioritātēm, grupu resursiem un uzdevumiem, lai pilnvērtīgi spētu darboties ES politisko lēmumu pieņemšanas norisē. Maģistra darbā izvirzītā hipotēze, ka Latvijas uzņēmēju un darba ņēmēju organizācijām ir nepietiekami finansiālie resursi, cilvēkresursi, zināšanas un prasmes, lai lobētu savas intereses ES līmenī tiek apstiprināta, pamatojoties uz organizāciju pārstāvju sniegtajām atbildēm, ekspertu viedokļiem un dokumentu analīzi.

The author of the master`s thesis Aneta Strautmane has developed the following work: “Activities of Latvian Professional Interest Groups Influencing European Union Decisions”. The future co-operation between the European Union (hereinafter - the EU) and Latvia will be determined by the ability of the society to co-operate in the name of common interests. Defending the interests of Latvian entrepreneurs and employees in the EU provides an opportunity to strengthen the competitiveness of entrepreneurship in the EU Single Market. Therefore, it is important for entrepreneurs and employees to take advantage of the opportunities for interest representation and social dialogue provided by the EU. The aim of the thesis is to evaluate how Latvian entrepreneurship and employees` organizations use the available opportunities to defend their interests in the EU. The first chapter analyses the theory of multi-level governance and interest group approach. The theory of multi-level governance states that building dialogue and partnership between EU institutions and organizations contributes participation of society in order to ensure effective cooperation at various levels. The second chapter focuses on Latvian interest groups - LDDK, LTRK, LBAS that defend the interests of the entrepreneurship and employees` sectors in the EU context. The final chapter analyzes the answers provided by LDDK, LTRK, LBAS representatives on the priorities, group resources and tasks of interest groups in order to be able to fully function in the EU political decision-making process. The hypothesis of the master thesis stated that Latvian entrepreneurship and employees` organizations have insufficient financial resources, human resources, knowledge and skills to lobby their interests at the EU level.
