Līderība visaptverošas valsts aizsardzības stratēģiskajā komunikācijā: Latvijas gadījumā analīze

Abstract

Latvijas visaptverošas valsts aizsardzības koncepcijas stratēģiskās komunikācijas mērķis ir iedzīvotāju izpratnes maiņa par valsts drošību, ka valsts aizsardzība nav tikai Aizsardzības ministrijas un Nacionālo bruņoto spēku uzdevums, bet tā ir visaptveroša, kur katra valsts pārvaldes institūcija, katrs valsts iedzīvotājs ir atbildīgs par valsts drošību. Noteicošs kļūst līderis, kurš gan stratēģiski skaidro jaunās aizsardzības sistēmas nozīmi sabiedrībai, gan mērķtiecīgi spēj vadīt stratēģiskās komunikācijas procesus. Maģistra darba “Līderība visaptverošas valsts aizsardzības stratēģiskajā komunikācijā: Latvijas gadījuma analīze” mērķis ir izpētīt līderību Latvijas VVA stratēģiskajā komunikācijā un izstrādāt priekšlikumus tās pilnveidei. Šis mērķis tika sasniegts, atlasot un izvērtējot valsts drošību un aizsardzību regulējošos normatīvos aktus un politikas plānošanas dokumentus, apkopojot teorētiskos avotus par pārmaiņu politikas ieviešanas stratēģisko komunikāciju, pamatojoties uz izvērsto (inside out) sociālekoloģisko modeli un veicot padziļinātās, daļēji strukturētās intervijas ar augstākajām valsts aizsardzības jomas amatpersonām, tika noteikti un izvērtēti līderi VVAS ieviešanā Latvijā, kā arī analizētas līderības izpausmes VVA stratēģiskajā komunikācijā un sniegti priekšlikumi līderības pilnveidei VVA stratēģiskajā komunikācijā. Līderība VVAS ieviešanā galvenokārt tiek novērota kopienas izvērstā modeļa līmenī: AM – aizsardzības ministra, AM parlamentārā sekretāra un NBS komandiera – vadībā. Tajā pašā laikā VVA mērķis tiktu efektīvāk sasniegts, ja līderību VVA stratēģiskajā komunikācijā uzņemtos persona, kura tieši nav saistīta ar militāro jomu. Tas veicinātu iedzīvotāju izpratnes maiņu par valsts aizsardzību un VVA – primāri – neasociētu ar AM un BS. Tāpēc līderība VVA stratēģiskajā komunikācijā būtu jāuzņemas Valsts kancelejas Stratēģiskās komunikācijas koordinācijas departamentam sadarbībā ar Pārresoru koordinācijas centru, kuru viedokli būtu jāpārstāv Ministru prezidentam kā valdības vadītājam un Valsts prezidentam, kā BS augstākajam vadonim. Līderības izpausmes ir atkarīgas, pirmkārt, no līdera personības, otrkārt, no vietas sociālekoloģiskā modeļa līmeņos – jo augstāka pozīcija, jo vispārīgāk un plašākā kontekstā jāspēj redzēt un koordinēt attiecīgo aizsardzības jautājumu un treškārt, līderības galvenā izpausme ir vēstījuma sakritība ar darbiem. Proti, ne tik daudz runas, cik praktiskie darbi un iniciatīvas, kas kopumā veido vēstījumu, kas ir ar augstu ticamību.

The goal of strategic communication in Latvia's comprehensive national defense (CND) concept is to change the population's understanding of national security, that national defense is not only the task of the Ministry of Defense (MoD) and the National Armed Forces (NAF), but it is comprehensive. The leader who both strategically explains the importance of the new defense system to the society and is able to purposefully manage strategic communication processes becomes decisive. The aim of the master's thesis “Leadership in Strategic Communication of Comprehensive National Defense: Case Study of Latvia” is to study leadership in strategic communication of Latvia's comprehensive national defense and to develop proposals for its improvement. The aim was achieved by selecting and evaluating regulatory enactments and policy planning documents regulating national security, summarizing theoretical sources on strategic communication of Policy enactment, based on the Social Ecological Model (Inside out) and in – depth, semi – structured interviews with senior national defense officials identified and assessed leaders in Latvia’s CND, analyzed leadership in strategic communication of CND and provided suggestions for improving leadership in strategic communication of CND. The leadership in the CND is mainly observed at the level of the community model: under the leadership of the MoD – the Minister of Defense, the Parliamentary Secretary of the MoD and the Commander of the NAF. At the same time the goal of CND would be more effectively achieved if leadership in strategic communication of CND were taken by a person who is not directly involved in the military field. This would promote a change in the population's understanding of national defense and CND, primarily, not associated with the MoD and the NAF. Therefore, leadership in the strategic communication of CND should be assumed by the Strategic Communication Coordination Department of the State Chancellery in cooperation with the Cross-Sectoral Coordination Center, whose views should be represented by the Prime Minister as head of government and the Stae President as the Supreme Commander of the NAF. The utterance of leadership depend, firstly, on the personality of the leader, secondly, on the place at the levels of the social ecological model, the higher the position, the more general and broader the range of questions. Namely, not so much the speech as the practical work and initiatives that generally form a message that is highly credible.
