Pētījuma mērķis: Izpētīt starptautisko un nacionālo praksi slēgto un atvērto adopcijas formu īstenošanai un adoptētāju gatavību likumdošanas maiņai. Izstrādātu priekšlikumus normatīvo aktu pilnveidošanai adopcijas regulējuma jomā, kā arī bāriņtiesu un atbalsta centriem, informējot par adoptētāju obligātās apmācības sasniegtajiem rezultātiem, izglītojot adoptētājus par adopcijas fakta atklāšanu un attiecībām ar adoptētā bērna izcelsmes ģimeni. Pētījuma jautājums: Vai kopš 2018. gada ieviestās obligātās apmācības adoptētājiem ir labāk sagatavojušas adoptētājus atvērtākam adopcijas regulējumam un kontaktam ar bērna izcelsmes ģimeni? Pētījuma hipotēze: Obligātās adoptētāju apmācības adoptētājiem ir sniegušas labāku izpratni par bērna izcelsmes ģimenes nozīmīgumu bērna identitātes veidošanā un adoptētāji ir gatavi atvērtākam adopcijas regulējumam. Darba saturs: Raksturots adopcijas nacionālais un starptautiskai adopcijas regulējums attiecībā uz adopcijas noslēpumu, izpētīti likumdošanas akti, kas regulē bērna saskarsmi ar izcelsmes ģimeni, izpētīta adoptētāja gatavība adopcijas regulējuma maiņai. Aprakstīts, kā adopcijas noslēpums ietekmē bērna identitātes veidošanos un ģimenes attiecības. Pētījumā intervēti speciālisti, lai noskaidrotu, kāda ir viņu attieksme pret pašreizējo regulējumu. Pētījuma metodes: Teorētiskā metodes (normatīvo aktu un literatūras izpēte un analīze), empīriskās metodes (anonīmas anketēšanas un to datu analīze, dziļās intervijas) un kontentanalīzes metodes (publikāciju, pētījumu un datu apkopojumu analīze). Darba rezultāti: Apzināti iespējamiem adopcijas regulējuma varianti, pētot starptautisko pieredzi un Latvijas adoptētāju gatavība jaunam regulējumam. Darba izmantojamība: Maģistra darba ietvaros veiktā pētījuma rezultāti var tikt izmantoti, sniedzot priekšlikumus Labklājības ministrijai normatīvo aktu pilnveidošanai adopcijas regulējuma jomā, kā arī bāriņtiesu un atbalsta centru darbā, informējot par adoptētāju obligātās apmācības sasniegtajiem rezultātiem, izglītojot adoptētājus par adopcijas fakta atklāšanu un attiecībām ar adoptētā bērna izcelsmes ģimeni.

Aim of the research: to research national and international practice in implementing closed and open adoption forms and local adoptive family readiness for change in legislation. Content of the paper: Description of national and international adoption regulation regarding adoption secret. Legislation research that regulates adopted child’s interaction with family of origin, research of local adoptive family readiness for changes in adoption legislation and this research compared with similar research done in 2018 before the mandatory adoptive family training. Description of how adoption secret impacts development of child’s identity and family dynamics. Interviews with experts of the field to clarify their satisfaction with current regulation. Research question: Does mandatory training of potential adopters required from 2018 has better prepared adopters for more open adoption regulation and contact with child’s family of origin? Research hypothesis: The mandatory adopter training has provided better understanding of importance of family of origin in developing child’s identity and adopters are more prepared for more open adoption regulation. Methods of research: The theoretical method (research of rules and regulations and literature), empirical method (anonymous survey and data analysis, in depth interviews), and analytical method (publications, research, analysis of gathered data). Results of the research: Different options of adoption regulation identified by researching international practices. Analyzed local adoptive family readiness for changes in adoption legislation. Applicability of the paper: The findings of this Master’s study can be used for drafting proposals for the Ministry of Welfare to improve laws and regulations with regards to the national adoption regulation as well as informing custody courts and Family Support centers about the results of the mandatory adoptive family training in regards to disclosing adoption fact to children and interaction with child’s family of origin.
