Abstract

Maģistra darba „Hronisku slimību vadības iespējas privātās veselības apdrošināšanas kontekstā Latvijā” mērķis ir izpētīt hronisku slimību vadības iespējas un noteikt to attīstības iespējas privātās veselības apdrošināšanas kontekstā. Hroniskas slimības ir galvenie mirstības cēloņi pasaulē, tās sastāda lielāko daļu no veselības aprūpes sistēmas izdevumiem globāli. Sabiedrības novecošanās un neveselīga dzīvesveida tendences liecina par to, ka hronisku slimību radītais finansiālais slogs uz sabiedrību un veselības aprūpes sistēmu laika gaitā tikai pieaugs. Pielietojot slimību vadības pieejas principus, hronisku slimību radītos draudus iespējams kontrolēt un mazināt. Privātā veselības apdrošināšana ir viens no rīkiem, ar kura palīdzību iespējams mazināt riskus un vadīt hronisku slimību ārstniecības procesus. Pētījuma galvenie uzdevumi ir – 1. izpētīt hronisku slimību vadības konceptuālās pieejas; 2. noskaidrot kritiskos faktorus hronisku slimību vadībā privātās veselības apdrošināšanas kontekstā; 3. izpētīt Latvijā pieejamās privātās veselības apdrošināšanas piedāvājumu; 4. veikt privāto apdrošināšanas sabiedrību intervijas par apdrošināšanas attīstības iespējām hronisku slimību vadībā; 5. veikt intervijas ar pacientu organizāciju pārstāvjiem par sadarbības redzējumu ar privātajiem apdrošinātājiem; 6. sagatavot priekšlikumus hronisku slimību vadībā iesaistot privātos veselības apdrošinātājus Latvijā. Maģistra darbā pētāmie jautājumi ir – 1. Kādi ir kavējošie faktori, kuru dēļ privātie apdrošinātāji neiesaistās hronisku slimību vadības procesos?; 2. Kā privātie veselības apdrošinātāji Latvijā šobrīd iesaistās hronisku slimību ārstēšanas izdevumu segšanā?; 3. Kā kritiskie faktori ir saistīti ar hronisko slimību vadības nodrošināšanas iespējām privātās veselības apdrošināšanas kontekstā Latvijā? Pētījuma rezultāti parāda to, ka privātie veselības apdrošinātāji Latvijā nesaredz potenciālas veselības apdrošināšanas produkta attīstības iespējas hronisku slimību vadībā. Pētījuma ietvaros tiek noteikts, ka 7 kritiskie faktori izjauc hronisku slimību vadības pieejas attīstīšanu privātās veselības apdrošināšanas kontekstā. Maģistra darbs ir uzrakstīts latviešu valodā, datorsalikumā uz 84 lapaspusēm. Tas satur 23 attēlus, 14 tabulas, 84 atsauces uz literatūras avotiem, tam pievienoti 12 pielikumi. The aim of this Master’s Thesis “Management opportunities of chronic disease in the context of private health insurance in Latvia” is to study the possibilities of chronic disease management and to determine their development opportunities in the context of private health insurance. Chronic diseases are the leading cause of death in the world, accounting for the largest share of global health care spending. The aging of the population and trends in unhealthy lifestyle suggest that the financial burden of chronic diseases on society and the health care system will only increase over time. By applying the principles of the disease management approach, the threat posed by chronic diseases can be controlled and reduced. Private health insurance is one of the tools that can help reduce risks and manage the treatment of chronic disease management. The main tasks of the research are – 1. to study conceptual approaches to chronic disease management; 2. to find out the critical factors in the management of chronic disease in the context of private health insurance; 3. to study the offer of private health insurance available in Latvia; 4. to interview private health insurance companies on insurance development opportunities in the management of chronic disease; 5. to interview representatives of patient organizations on the vision of cooperation with private insurers; 6. to prepare recommendations for the management of chronic disease involving private health insurers in Latvia. The research questions of this thesis are – 1. What are the barriers that prevent private insurers from engaging in chronic disease management processes?; 2. How are private health insurers in Latvia currently involved in covering the costs of treatment of chronic disease?; 3. How are the critical factors related to the possibilities of ensuring the management of chronic disease in the context of private health insurance in Latvia? The results of the study show that private health insurers in Latvia do not see potential opportunities for the development in the management of chronic disease. The study finds that 7 critical factors disrupt the development of a chronic disease management approach in the context of private health insurance. Master’s Thesis is written in Latvian on 84 pages on computer. It consists of 23 images, 14 tables, 84 references to literature sources, 12 appendixes have been added.
