Baltijas valstu trīspusējā sadarbība kiberdrošībā: Baltijas Asamblejas un Baltijas Ministru padomes loma (2014-2023.gads)

Abstract

Maģistra darba tēma ir Baltijas valstu trīspusējā sadarbība kiberdrošībā: Baltijas Asamblejas un Baltijas Ministru padomes loma (2014.-2023.gads). Pētījuma mērķis ir izpētīt Baltijas Asamblejas un Baltijas Ministru padomes lomu trīspusējās sadarbības stiprināšanā kiberdrošībā no 2014. gada. Lai mērķi sasniegtu tiek izvirzīti attiecīgi uzdevumi, kas paredz teorētiskās literatūras izpēti par neoliberālā institucionālisma teoriju; Baltijas Asamblejas un Baltijas Ministru padomes rekomendāciju un plānošanas dokumentu izpēti; Baltijas Ministru padomes un Baltijas Asamblejas progresa ziņojumu izpēti par sasniegto kiberdrošībā; ieviesto prakšu salīdzināšanu attiecībā pret valstu nacionālajām kiberdrošības politikām; analīzes izveidi par Baltijas Asamblejas un Baltijas Ministru padomes lomu trīspusējās kiberdrošības sadarbības veicināšanā. Izvirzītais mērķis un uzdevumi ļauj pārbaudīt hipotēzi, ka Baltijas Ministru padomei ir lielāka loma Baltijas valstu sadarbībā kiberdrošības stiprināšanā kā Baltijas Asamblejai, jo Baltijas Ministru padome spēj tiešāk ietekmēt valstu kiberdrošības politikas. Pētījumā tiek izmantota kvalitatīvā pētījuma metode, kā arī tiek veiktas intervijas ar Uģi Rotbergu, Baibu Kaškinu, Arturu Krišjāni Kariņu un Agniju Anatoviču. Pētījums sastāv no trīs nodaļām. Pirmajā nodaļā tiek veikta neoliberālā institucionālisma teorijas izpētē un analīze. Otrajā nodaļā tiek veikta izpēte par Latvijas, Lietuvas un Igaunijas kiberdrošības politiku attīstību, kā arī Baltijas Asamblejas un Baltijas Ministru padomes instrumentiem kiberdrošības stiprināšanā. Trešo nodaļu veido pētnieciskā analīze par Baltijas Asamblejas un Baltijas Ministru padomes lomu Baltijas valstu kiberdrošības sadarbībā. Būtiskākie secinājumi, kas darbā veidojušies ir, ka Baltijas Asamblejai un Baltijas Ministru padomei ir nozīmīga loma sadarbības veicināšanā kiberdrošības jomā. Pateicoties šīm institūcijām Baltijas valstis ir spējušas attīstīt pārrobežu sadarbību, nodrošināt regulāru informācijas apmaiņu, dalīšanos ar labās prakses piemēriem un cita veida instrumentiem, kas veicina kiberdrošību. Baltijas Asambleja darbojas kā rekomendējošā un uzraugošā iestāde, kas palīdz iezīmēt virzienu un dot rekomendācija attiecībā uz sadarbību kiberdrošībā, kamēr Baltijas Ministru padome dažādus potenciālos sadarbības mehānismus ievieš praksē, kā arī pārstāv Baltijas valstu intereses plašākos starptautiskos formātos. Līdz ar to abas organizācijas ir būtiski mehānismi kiberdrošības stiprināšanai.

The topic of the Master's thesis is Tripartite cooperation of the Baltic States in cyber security: the role of the Baltic Assembly and the Baltic Council of Ministers (2014.-2023). The aim of the study is to examine the role of the Baltic Assembly and the Baltic Council of Ministers in strengthening trilateral cooperation in cybersecurity from 2014. In order to achieve the aim, the relevant tasks include: researching the theoretical literature on neoliberal institutionalism theory; studying the recommendations and planning documents of the Baltic Assembly and the Baltic Council of Ministers; studying the reports of the Baltic Council of Ministers and the Baltic Assembly on progress made in cybersecurity; comparing the implemented actions in relation to national cybersecurity policies; developing an analysis of the role of the Baltic Assembly and the Baltic Council of Ministers in enhancing trilateral cooperation in cybersecurity. Therefore, the hypothesis is that the Baltic Council of Ministers has more influence than the Baltic Assembly in Baltic cooperation to strengthen cybersecurity, as the Baltic Council of Ministers can more directly influence national cybersecurity policies. The study uses qualitative research method and interviews with Uģis Rotbergs, Baiba Kaškina, Arturas Krišjānis Kariņš and Agnija Anatoviča. The study consists of three chapters. The first chapter is an analysis of the theory of neoliberal institutionalism. The second chapter examines the development of cybersecurity policies in Latvia, Lithuania and Estonia, as well as the institutional instruments of the Baltic Assembly and Baltic Council of Ministers in strengthening cybersecurity. The third chapter consists of an exploratory analysis of the role of the Baltic Assembly and the Baltic Council of Ministers in Baltic cybersecurity cooperation. The most important conclusions that have emerged are that the Baltic Assembly and the Baltic Council of Ministers have an important role to play in promoting cooperation in the field of cybersecurity. Thanks to these institutions, the Baltic States have been able to develop cross-border cooperation, ensure regular exchange of information, sharing of best practices and other tools that promote cyber security. The Baltic Assembly acts as a recommending and monitoring institution, helping to set the direction and make recommendations on cybersecurity cooperation, while the Baltic Council of Ministers puts various potential cooperation mechanisms into practice and represents the interests of the Baltic States in wider international formats. Both organisations are therefore essential mechanisms for strengthening cybersecurity.
