Abstract: | Ķīna sāka diskriminējošu politiku Siņdzjanā 1949. gadā. Valsts ilgtermiņa politika ir izpaudusies “Asa Vēršanās pret Vardarbīgo Terorismu” kampaņas uzsākšanā 2014. gadā. Izmantojot liberālā internacionālisma teoriju, maģistra darbs ir vērsts uz Eiropas Savienības politikas izmaiņu analīzi, balstoties uz Džona Ikenberija iezīmētajiem principiem – starptautiskā atvērtība, uz noteikumiem balstītās attiecības daudzpusējā sistēmā, kooperatīvās drošības iestrādāšana demokrātiskās solidaritātes sistēmā, progresīvi sociālie mērķi un uz reformām virzīti sasniegumi.
Eiropas Savienības politikas izmaiņu padziļināta analīze, norāda, ka politikas izmaiņu cēloņi ir organizācijas dibināšanas līgumos noteikto cilvēktiesību aizsardzība, ģeopolitiskie apsvērumi un Kīnas ietekme uz organizāciju, ekonomiskās attiecības, kuras definētas kā sistemātiskā konkurence. Maģistra darbā secināts, ka turpmākajai ES un Ķīnas sadarbībai jābalstās uz abpusēju labumu, ES jāveic ekonomiskā un tirdzniecības sadarbība ar Ķīnu saskaņā ar pieņemto organizācijas tiesisko regulējumu, tajā skaitā Regulu (ES) 2019/452, kā arī sadarbībai jābūt balstītai uz tiesiskuma, demokrātijas un pamatbrīvību ievērošanas principu. China has begun discriminatory policies in Xinjiang in 1949. The long-term policy of securitization in the state has translated into the launch of the “Strike Hard Campaign Against Violent Terrorism” in 2014. Using the Liberal Internationalist theoretical framework, the thesis focuses on the analysis of the change of the policy of the European Union based on the principles outlined by G. John Ikenberry of international openness, rule-based relations with the multilateral system, cooperative security embedded into the system of democratic solidarity, progressive social purposes and reform-driven advancements. An in-depth analysis of the change of the policy of the European Union through the analysis of primary sources demonstrates that the causes of change of the policy include the protection of human rights enshrined in the founding treaties of the organisation, geopolitical concerns, and China’s influence in the organisation, and economic relations defined as a systemic rivalry. The thesis concludes that the future cooperation between the EU and China shall be based on reciprocal benefit, the Union shall pursue economic and trade cooperation with China under the adopted legislative framework of the Union, including Regulation (EU) 2019/452, as well as the engagement shall be based on the principle of the rule of law, democracy, and respect for fundamental freedoms. |
