Abstract

Maģistra darba tēma „Medicīnas ierīču iegādes procesa analīze un iespējas tā pilnveidei slimnīcā “X””. Darbā analizēti teorētiskie aspekti par iepirkumu procesa uzbūvi, apskatīta pieejamā literatūra par iepirkumu procedūras sagatavošanās un izpildīšanas soļiem, ierīču plānošanu un dzīves cikla nodrošināšanu, kā arī apskatīta valsts politika medicīnas tehnoloģiju iepirkumu aspektā. Pēc veiktās literatūras analīzes izstrādāts pētījuma teorētiskais ietvars. Pēc literatūras analīzes secināts, ka medicīnas tehnoloģiju iepirkumu process ir daudzetapu process un sākas no iestādei nepieciešamo vajadzību apzināšanas un analizēšanas un noslēdzas ar iegādātās tehnoloģijas ieviešanu iestādē. Medicīnas tehnoloģiju nodrošinājums katrā ārstniecības un aprūpes iestādē ir svarīgs, jo ietekmē sniegto pakalpojumu klāstu, kvalitāti un izmaksu efektivitāti. Pētījuma mērķis bija veikt analīzi par medicīnas ierīču iegādes procesu un izstrādāt rekomendācijas tā pilnveidei slimnīcā ”X”. Tika definēti trīs pētījuma jautājumi: 1. Kāds ir medicīnas ierīču plānošanas un iepirkumu process slimnīcā “X”? 2. Kādi faktori iegādes procesu ietekmē visvairāk? 3. Kādas iespējas pilnveidojumiem ir identificētās slimnīcā “X”? Pētījuma praktiskajai daļai izvēlēts kvalitatīvs pētījuma dizains. Tika veikta sekundāro datu analīze par slimnīcas „X” īstenotajiem iepirkumiem, veikta iekšējo dokumentu analīze, kā arī veiktas daļēji strukturētas intervijas ar iepirkuma procesā iesaistītajiem darbiniekiem. Analizējot pētījumā iegūtos datus, secināts, ka iepirkumu procesu slimnīcā „X” nosaka vadlīnijas iepirkumu procesu norisei, izstrādātas veidlapas un informācijas plūsmas shēmas, tomēr ir būtiski iepirkumu procesa posmi, kuros trūkst vienotas un sistemātiskas pieejas. Kopumā izstrādātas 24 rekomendācijas iepirkumu procesa pilnveidei. Maģistra darba apjoms ir 89 lappuses, tas satur 10 tabulas, 9 attēlus, 3 pielikumus, tika izmantoti 70 literatūras avoti. The topic of the masters thesis is „Analysis of the procurement process of medical devices and possibilities for improvement in hospital “X”. Thesis analyses the theoretical aspects of the procurement process, reviews the available literature on the steps of preparation and execution of the procedure, equipment planning, as well as examines the state policy in the procurement aspect of medical technology. After the literature analysis, the theoretical framework of the research was developed. After analysing the literature, it was concluded that the medical technology procurement process is a multi-stage process and starts from identifying and analysing the needs of the institution and ends with the implementation of the technology. The provision of medical technology in each hospital is important because it affects the range and quality of services provided. The purpose of the study was to analyse the process of purchasing medical devices and develop recommendations for its improvement in hospital "X". Three research questions were defined: 1. What is the medical devices planning and procurement process at hospital “X”? 2. What factors influence the purchase process the most? 3. What opportunities for improvements have been identified in hospital "X"? A qualitative research design was chosen for the practical part of the study. An analysis of secondary data was carried out on the procurements carried out by hospital "X", an analysis of internal documents was carried out, as well as semi-structured interviews with employees involved in the procurement process. Analysing the data obtained in the study, it was concluded that the hospital "X" has guidelines for directing procurement processes, developed forms and information flow schemes, however, there are important stages of the procurement process that lack a unified and systematic approach. In general, 24 recommendations have been developed for the improvement of the procurement process.
