"Health in All Policies" approach in European Union education, defence and economic policy making (2020-2025)

Maģistra darbs “”Veselība visās politikās” pieeja Eiropas Savienības ekonomiskās, drošības un izglītības politikas veidošanā no 2020. gada marta līdz 2025. gada martam” analizē pašreizējo veselības normatīvo pozicionējumu Eiropas Savienībā, reaģējot uz pastāvošajām izmaiņām veselības un ģeopolitiskajās vidēs pēc Covid-19 pandēmijas. Lai skaidrotu teorētisko un kontekstuālo ietvaru šiem centieniem, tiek izmantotas veselības normas un Eiropas Komisijas kā normu uzņēmēja definīcijas normatīvā konstruktīvisma teorijā. Pētījums tiecas definēt Eiropas Komisijas normatīvo gribu stiprināt veselības politiku un tās iniciatīvas, tajā iekļaujot izglītības, drošības un ekonomiskās politikas apsvērumus.
Pētījuma mērķis ir analizēt Eiropas Komisijas centienus stiprināt “veselība visās politikās” pieeju izglītības, drošības un ekonomiskās politikas veidošanā no 2020. gada līdz 2025. gadam. Lai sasniegtu darba mērķi, tiek izvirzīti sekojoši uzdevumi: definēt normatīvā konstruktīvisma teoriju, lai izveidotu nepieciešamo teorētisko bāzi Eiropas Komisijas normatīvās gribas veicināt veselību kā normu definēšanai, sniegt nepieciešamo teorētisko kontekstu “veselība visās politikās” pieejai un tās normatīvajai lomai Eiropas Savienības politikas veidošanā, definēt Eiropas Komisiju kā normu uzņēmēju Eiropas Savienības politikas veidošanā, lai sniegtu nepieciešamo kontekstu, identificēt Eiropas Komisijas iniciatīvas, kas stiprina “veselība visās politikās” pieeju izglītības, drošības un ekonomikas politikas veidošanā, un analizēt iniciatīvas un to centienus veicināt “veselība visās politikās” pieeju izglītības, drošības un ekonomiskās politikas veidošanā. Lai spētu izsekot pētījuma gaitā iegūtos rezultātus, tiek izvirzīta hipotēze, ka Eiropas Komisijas centieni veicināt “veselība visās politikās” pieeju izglītības, drošības un ekonomiskās politikas veidošanā ir limitēta veselības normas dzīves cikla dēļ.
Galvenie darbā gūtie secinājumi saistīti, pirmkārt, ar hipotēzes daļēju apstiprināšanos, jo tika atklāts, ka Eiropas Komisija īsteno savu normatīvo gribu “veselība visās politikās” pieejas stiprināšanā, taču to ierobežo limitētie centieni šo pieeju stiprināt līdz 2020. gadam. Otrkārt, teorija identificē “veselība visās politikās” kā normatīvo platformu normu kaskādei, taču pašreizējais veselības normas dzīves cikls ierobežo pilnu pieejas īstenošanas potenciālu. Treškārt, iegūtie rezultāti atšķiras atkarībā no politikas jomām un vai Savienībai ir ekskluzīva vai dalīta kompetence tajās. Tāpat veselības iekļaušana atkarīga no specifiskām politikas jomām, un netiek balstīta starpnozaru ieguvumos pieejas attīstībai. Ceturtkārt, pilna “veselība visās politikās” pieejas īstenošana iespējama tikai tad, ja Eiropas Komisija turpina īstenot savu normatīvo gribu stiprināt veselību kā normu Eiropas Savienībā.
Master’s thesis “Health in All Policies approach in European Union education, defence and economic policy making from March 2020 until March 2025” analyses the current normative positioning of health in the European Union in response to the changing health and geopolitical environments after the Covid-19 pandemic. In order to explain the theoretical and contextual framework of this these efforts, the definition of health norms and European Commission as the norm entrepreneur in normative constructivism are used. This research seeks to determine the normative willingness of the European Commission on promoting health by the inclusion of education, defence and economic policy in health policy initiatives. The aim of the study is to analyse the efforts taken by the European Commission on promoting the “Health in All Policies” approach in education, defence and economic policy making from 2020 until 2025. In order to achieve the objective, the following tasks are set: define normative constructivism theory to provide a theoretical basis for research on the normative willingness of the European Commission to promote the norm of health, provide the necessary context for the “Health in All Policies” approach and its normative role in European Union policy making, discuss the European Commission’s role of normative agent in policy making in the Union to establish the necessary context, identify the initiatives European Commission has put forward to promote the “Health in All Policies” approach use in education, defence and economic policy making and analyse the initiatives and their respective efforts on promoting the “Health in All policies” approach in education, defence and economic policy making. To control the results of the study, the hypothesis is that the efforts taken by the European Commission on promoting the «Health in All Policies» approach in education, defence and economic policy are lacking due to the current normative cycle of health. The main conclusions of the work relate to, firstly, the partial confirmation of the hypothesis, as it was found that the European Commission has demonstrated its normative willingness in promoting the “Health in All policies” approach, however it has been limited by the lack of efforts prior to 2020. Secondly, the theory identified “Health in All Policies” as the normative platform for norm cascade, however the normative stage of health, prior to cascade, has limited the full potential of the approach. Thirdly, the results differ from the policy areas, where the Union has exclusive or shared competences, and the inclusion is individual based on the initiative rather than based on cross-sectoral implications of promoting the approach. Lastly, full implementation of the “Health in All Policies” approach is possible only if the Commission continues its normative willingness on promoting health as a norm in the Union.
