Varu dinamika starptautiskajā attiecībās ir pārmaiņu posmā, atspoguļojot daudzpolārāku pasaules kārtību, Eiropas Savienībai ir jāpārvērtē sava stratēģiskā pozīcija, ņemot vērā globalizētās ekonomikas savstarpējo atkarību. Turklāt digitalizācija ir spēcīgi ietekmējusi globālo finanšu tirgu, privātiem spēlētājiem kļūstot populārākiem, piedāvājot alternatīvas tradicionālajā valūtu tirgū. Līdz ar to centrālās bankas visā pasaulē eksponenciāli pēta valūtas digitalizācijas lietderību. Tāpēc ES pārvaldes institūcijas paredz finanšu jomu kā vienu no aspektiem, kas prasa papildus uzmanību, lai risinātu pieaugošo monetāro konkurētspēju starp privātajām un publiskajām struktūrām. Līdz ar to izpēti centrālās bankas digitālajā valūtā jeb, citiem vārdiem sakot, eiro digitalizācijā ir uzsākusi Eiropas Centrālā banka, ko Eiropas atvērtās stratēģiskās autonomijas kontekstā atbalsta Eiropas Komisija un Eiropas Parlaments.
Lai analizētu pamatojumu, ka digitālā eiro ieviešana uzlabos Eiropas atvērto stratēģisko autonomiju, tiek izmantota starptautiskās politiskās ekonomikas teorētiskā pieeja. Konkrēti, strukturālās varas teorija sniedz konceptualizāciju par valūtai piederošo politisko spēku. Turklāt Eiropas atvērtās stratēģiskās autonomijas un digitālā eiro ieviešanas naratīva izpēte sniedz izpratni par abu saikni. Dokumentu analīzes padziļinātā kvalitatīvā izpēte izceļ dažādus iekšpolitiskos un starptautiskos digitālā eiro ieviešanas politiskos efektus.
Analīzes rezultāti liecina par nepieciešamību digitalizēt eiro, lai uzlabotu Eiropas maksājumu risinājumus, nodrošinātu aizsardzību pret iespējamu valūtas aizstāšanu un ieviestu inovācijas, lai saglabātu eiro konkurētspēju, kā arī risinātu sabiedrības mainīgo naudas lietošanas tendenci. Paredzams, ka eiro digitalizācija veicinās Eiropas noturību pasaules finanšu tirgos kā daļu no Eiropas atvērtās stratēģiskās autonomijas. Tomēr tā nav visaptveroša pieeja, bet gan daļa no plašākas stratēģijas, lai aizsargātos pret nevēlamām atkarībām un uzlabotu ietekmi, palielinot konkurētspēju, vienlaikus saglabājot pamatvērtības, kas veicina daudzpusēju, uz noteikumiem balstītu pasaules kārtību.
As the power dynamics in the international realm are shifting reflecting a more multipolar world order, the European Union must reassess its strategic positioning given the interdependencies of the globalised economy. Furthermore, digitalisation has disrupted the global financial markets with private entities penetrating the conventional domain of currencies. Consequently, the central banks across the world are exponentially researching the utility of digitalising currency. Therefore, the financial sphere is foreseen by the EU governing bodies as one of the aspects requiring adjustments to address the growing monetary competitiveness between private and public entities. Hence, exploration in a central bank digital currency or, in other words, the digitalisation of the euro has been carried out by the European Central Bank and supported by the European Commission and European Parliament in the context of the European open strategic autonomy. The international political economy theoretical approach is applied to analyse the rationale for the digital euro improving the European open strategic autonomy. In particular, the structural power theory provides conceptualisation of the political power that the currency possesses. Furthermore, an examination of the narrative of European open strategic autonomy and the endeavour to introduce digital euro provides understanding of the linkage between the two. The in-depth qualitative research of document analysis highlights various domestic and international political effects of introducing the digital euro. The results of the analysis display the need to digitalise the euro to improve European payment solutions, secure against potential currency substitution and innovate to sustain its competitiveness in the monetary realm as well as address the changing behaviour of the society. The digitalisation of the euro is foreseen to enhance the European resilience in the global financial markets as part of the European open strategic autonomy. Nevertheless, it is not an all-encompassing approach, but rather part of a larger strategy to safeguard against unwanted dependencies and improve influence via enhanced competitiveness, while maintaining the core values of fostering multilateral, rules-based world order.
