Bakalaura darba tēma ir Zviedrijas un Kanādas feministiskajā ārpolitikā iekļautās ANO dzimumu līdztiesības normas. Feministiskā ārpolitika ir salīdzinoši jauns ārpolitikas veids, ko 2014. gadā pirmā izveidoja Zviedrija, un 2017. gadā tai sekoja Kanāda. Kopš tā brīža arvien vairāk valstis ir izteikušas plānus vai jau izstrādājušas savu feministisko ārpolitiku, tomēr to īstenošanā un mērķos ir redzamas atšķirības. ANO ietvaros tiek definētas dzimumu līdztiesības normas, kuras valstis pēc tam iestrādā arī savā politikā. Normatīvā konstruktīvisma ietvaros, skaidrojot normu pārņemšanas procesu, tiek uzsvērts, ka starptautiskās normas pārņemšanas procesā tiekot pielāgotas vietējiem uzskatiem, tradīcijām un vērtībām. Šī iemesla dēļ ir jāanalizē katras valsts piemērs individuāli, lai izprastu, kā vietējās normas satiekas ar starptautiskajām. Katras valsts izvirzītā feministiskās ārpolitikas stratēģija ir citāda, tāpēc rodas jautājums, kas ietekmē to, kā valstis iekļauj dzimumu līdztiesības normas savā feministiskā ārpolitika. Bakalaura darbā izvirzītā hipotēze ir, ka Zviedrijas un Kanādas feministiskajā ārpolitikā ANO dzimumu līdztiesības normas tiek formulētas atšķirīgi nekā ANO dokumentos. Hipotēze tiek pārbaudīta, salīdzinot ANO dzimumu līdztiesības normas, uz kurām balstās Zviedrijas un Kanādas feministiskā ārpolitika, ar Zviedrijas un Kanādas feministiskās ārpolitikas stratēģijām. Uzmanība tiek vērsta arī uz normu pārņemšanas procesu, lai varētu skaidrot, kāpēc rodas atšķirības. Bakalaura darba pirmajā nodaļā tiek veikta normatīvā konstruktīvisma analīze, pievēršot uzmanību normu dzīves ciklam un normu pārņemšanas procesam. Otrajā nodaļā tiek aprakstīta feministiskā ārpolitikā kā ārpolitikas veids un identificētas ANO ietvaros izveidotās dzimumu līdztiesības normas, uz kurām balstās feministiskā ārpolitika. Trešajā nodaļā tiek analizētas Zviedrijas un Kanādas feministiskajā ārpolitikā iekļautās ANO dzimumu līdztiesības normas, un to pārņemšanas process. Darbā tika secināts, ka Zviedrija un Kanāda savā feministiskajā ārpolitikā normas lielākoties tomēr formulē tāpat kā ANO dokumentos, neskatoties uz to attīstības atšķirībām. Lielākās atšķirības ir saskatāmas tajā, kādas no visām ANO piedāvātajām dzimumu līdztiesības normām abas valstis vispār ir izlēmušas iekļaut savā feministiskajā ārpolitikā.
The title of the bachelor’s thesis is Sweden and Canada's Feminist Foreign Policy: United Nations Gender Equality Norms. Feminist foreign policy is a relatively new type of foreign policy, pioneered by Sweden in 2014 and followed by Canada in 2017. Since then, a growing number of countries have expressed plans or have already developed their own feminist foreign policies, but there are differences in their implementation and objectives. Gender equality norms are defined within the UN framework, which countries then incorporate into their own policies. Normative constructivism, in explaining the process of norm transposition, emphasises that international norms are adapted to local beliefs, traditions and values in the process. For this reason, it is necessary to analyse the case of each country individually to understand how international norms are adopted locally. The feminist foreign policy strategy put forward by each country is different, which raises the question of what influences how countries incorporate gender equality norms into their feminist foreign policies. The hypothesis put forward in the bachelor thesis is that the feminist foreign policies of Sweden and Canada formulate gender equality norms differently than proposed in UN documents. The hypothesis is tested by comparing the UN gender equality norms on which Swedish and Canadian feminist foreign policies are based with Swedish and Canadian feminist foreign policy strategies. Attention is also focused on the process of norm adoption to explain why differences arise. The first chapter of the thesis analyses normative constructivism, focusing on the life cycle of norms and the process of norm transfer. The second chapter describes feminist foreign policy as a type of foreign policy and identifies the gender norms established within the UN framework on which feminist foreign policy is based. The third chapter analyses the UN gender equality norms embedded in the feminist foreign policies of Sweden and Canada and the process of their adoption. The thesis concludes that Sweden and Canada, for the most part, still formulate the norms in their feminist foreign policies in the same way as in UN documents, despite differences in their development. The biggest differences can be seen in which of all the gender equality norms proposed by the UN both countries have decided to include in their feminist foreign policies.
