Abstract
Bakalaura darbs “Ārstniecības atbalsta personu institūta tiesiskais regulējums un tā
piemērošana” ir pētījums, kurā tiek analizēts ārstniecības atbalsta personu institūts un tā tiesiskā
rakstura nepilnības, un divu atsevišķu ārstniecības atbalsta personu profesiju tiesiskās prasības
izglītības un sertifikācijas jomā, lai identificētu nacionālā normatīvā regulējuma nepilnības un
sniegtu priekšlikumus tā pilnveidei.
Šobrīd ārstniecības atbalsta personu institūta tiesiskais regulējums ir pārlieku vispārīgs,
tādēļ ir nepieciešams izvērtēt tiesisko prasību nepieciešamību atsevišķām ārstniecības atbalsta
personu profesijām ar faktisko situāciju. Pašlaik pastāv problēma ar institūta atsevišķo profesiju
kompetenču apjomu un iespējamo pēc Ārstniecības likuma piemērojamo administratīvo
atbildību. Ierobežotā darba apjoma dēļ Autore padziļināti pēta ārstniecības atbalsta personu
institūtu kopumā un divas no 16 ārstniecības atbalsta personu profesijām.
Veselības aprūpes jomā kvalitātes uzlabošanas nolūkos tiek pievērsta pastiprināta
uzmanība pacientu tiesībām un to efektīvai īstenošanai. Sūdzības par veselības aprūpi
palielinās, pēdējo gadu laikā novērojot, ka vidēji ik dienu divi pacienti iesniedz sūdzības
Veselības inspekcijā par ārstniecības procesā pieredzētajiem pārkāpumiem. Jāņem vērā to, ka
ne visi pacienti vēršas Veselības inspekcijā, kas nozīmē to, ka pārkāpumu skaits, iespējams, ir
lielāks.
Normatīvajos aktos ir reglamentētas 16 ārstniecības atbalsta personu profesijas:
laboratorijas speciālists, logopēdijas speciālists (skolotājs logopēds, logopēds), biofizikas
tehniķis, bionikas un protezēšanas inženieris, medicīnas fiziķis, medicīnas iekārtu inženieris,
protēžu meistars, ģenētiķis, profesionālais veselības aprūpes kapelāns, solārija darbinieks,
veselības aprūpes statistiķis, medicīnas statistiķis, ārstniecības iestādes klientu un pacientu
reģistrators, reitterapeita asistents, perfuzionists, operatīvā medicīniskā transportlīdzekļa
vadītājs.
Pētījuma mērķis ir izpētīt ārstniecības atbalsta personu institūta tiesisko regulējumu, lai
konstatētu nepilnības, piedāvātu iespējamos regulējuma pilnveides virzienus un apkopotu
pētījuma gaitā veiktos secinājumus.
Bakalaura darba institucionālo sistēmu veido starptautiskais un nacionālais tiesiskais
regulējums medicīnas tiesību jomā, S. Slokenbergas un S. Olsenas zinātniskajā redakcijā
veidotās kolektīvās monogrāfijas “Medicīnas tiesības” un “Medicīnas tiesības. Otrais
papildinātais izdevums”, medicīnas tiesību ekspertes L. Šābertes un citu autoru pētījumi.
Darba struktūru veido ievads, trīs nodaļas, kuras iedalās vairākās apakšnodaļās,
nobeigums, kurā tiek apkopoti pētījumā gūtie secinājumi, kā arī tiek izvirzīti priekšlikumi
tiesiskā regulējuma pilnveidei. Bakalaura darbs sastāv no 60 lpp.

The bachelor’s thesis “Legal regulation of the Institute of Medical Support Persons and its application” is a study that analyses the institute of medical support persons and the legal problems, the legal requirements of two separate professions of medical support persons in the field of education and certification, to identify problems in the national legal framework and provide proposals for its improvement. Currently, the legal regulation of the institute of medical support persons is too general, therefore it is necessary to evaluate the necessity of legal requirements for individual professions with the actual situation. There is a problem with the scope of competences of individual professions of the institute and the possible administrative liability applicable under the Medical Law. Due to the limited scope of the work, the author investigates in depth the Institute of the Medical Support Persons as a whole and two out of 16 professions of medical support persons. In the field of health care increased attention is paid to patients' rights and their effective implementation. Complaints about health care increasing. In recent years it has been observed that on average two patients a day submit complaints to the Health Inspectorate about violations experienced during the treatment process. It should be considered that not all patients apply to the Health Inspectorate, which means that the number of violations is probably higher. The legal framework regulates 16 professions of medical support persons: laboratory specialist, speech therapist teacher and speech therapist, biophysicist technician, biophysicists, medical physicists, medical equipment engineers, prosthetic masters, geneticist, professional health care chaplains, solarium workers, health care statisticians, medical statisticians, registrar of clients and patients of medical institution, retherapist’s assistant, perfusionist, the driver of the emergency medical vehicle. The aim of the thesis is to study the legal regulation of the institute of medical support persons to identify gaps, offer possible directions for improvement of the regulation and summarize the conclusions made during the study. The scientific literature used for the thesis consists of the international and national legal regulation in the field of medical law, the collective monographs “Medical Law” and “The second, supplemented edition of the book “Medical Law”” created under the scientific editorship of S. Slokenberga and S. Olsena, the researches of medical law expert L. Šāberte and others. The structure of the thesis consists of an introduction, three chapters, which are divided into several subsections, and a conclusion, which summarizes the conclusions reached in the study and improvement proposals.
