Kopsavilkums
Šajā darbā autore pēta pašvaldības policijas un valsts policijas lomu Latvijas valsts drošības un sabiedriskās kārtības nodrošināšanā. Tiek analizēti abu iestāžu uzdevumi, kas ietver gan juridiskos, gan praktiskos aspektus, kā arī to kompetences nošķiršanu. Darbā tiek izskatīts normatīvais regulējums, kas regulē šo dienestu darbību, kā arī reāli piemēri par sadarbību un komunikāciju starp pašvaldības un valsts policiju dažādās situācijās. Pievēršoties arī izaicinājumiem un problēmām, kas var ietekmēt šo sadarbību, darbs piedāvā ieteikumus efektīvākai kopdarbībai, lai uzlabotu sabiedrības drošību un kārtību.
Darbs sastāv no četrām daļām. Darba pirmajā daļā autore analizēs abu iestāžu lomas un funkcijas sabiedrības drošības nodrošināšanā. Otrajā nodaļā tiek pētīta kompetences nozīme, tiesiskie pamati un regulējošie akti attiecībā uz pašvaldības policijas un Valsts policijas funkcijām, kompetences nošķiršanas tiesiskās pretrunas un risinājumi. Savukārt, trešajā nodaļā autore pievēršas kompetences nošķiršanas analīzei, lai formulētu trūkumus un kompetences nošķiršanas problemātiku. Pēdējā nodaļā ir apskatīti prakses piemēri no citām valstīm, lai tos salīdzināt ar Latvijas policijas struktūru sadarbības piemēriem un iespējams konstatēt labas sadarbības un kompetences nošķiršanas, kurus varētu izmantot arī mūsu praksē.
Noslēgumā tiek formulēti darba autores secinājumi par nepieciešamību pēc skaidri definētām lomu izpildes robežām un uzlabotās sadarbības prakses, lai nodrošinātu veiksmīgu attiecību veidošanu starp šo divu policijas struktūru darbu. In this work, the author examines the role of the municipal police and the state police in ensuring Latvian national security and public order. The tasks of both institutions are analyzed, which include both legal and practical aspects, as well as the separation of their competences. The work examines the regulatory framework that regulates the operation of these services, as well as real examples of cooperation and communication between municipal and state police in various situations. Also addressing the challenges and problems that may affect this cooperation, the work offers recommendations for more effective cooperation to improve public safety and order. The work consists of four parts. In the first part of the paper, the author will analyze the roles and functions of both institutions in ensuring public safety. The second chapter examines the importance of competence, legal bases and regulatory acts regarding the functions of the municipal police and the State Police, legal contradictions and solutions to the separation of competences. On the other hand, in the third chapter, the author focuses on the analysis of the separation of competences to formulate the shortcomings and problems of the separation of competences. In the last chapter, examples of practice from other countries are discussed to compare them with examples of cooperation between Latvian police structures and it is possible to identify good cooperation and distinctions of competence, which could also be used in our practice. In the end, the conclusions of the author of the work are formulated about the need for clearly defined boundaries of role performance and improved cooperation practices to ensure successful relationship building between the work of these two police bodies.
