Comparison of the Start-up Environment of Latvia and Estonia

Abstract

Šis pētījums analizē jaunuzņēmumu ekosistēmu attīstību un dinamiku Latvijā un Igaunijā, pievēršoties galvenajiem faktoriem, kas ietekmē to izaugsmi, konkurētspēju un starptautisko potenciālu. Izmantojot salīdzinošo analīzi un intervijas ar ekspertiem, pētījumā tiek apskatīti būtiski elementi, tostarp finansējuma avoti, normatīvā vide, talantu pieejamība, digitālā infrastruktūra un atbalsta mehānismi, piemēram, inkubatori un akseleratori. Igaunija izceļas kā reģionālā līdere, pateicoties digitālajai pārvaldībai, spējai piesaistīt privātos investorus un veiksmīgai integrācijai globālajā tehnoloģiju tirgū. Savukārt Latvija demonstrē daudzsološus attīstības virzienus, īpaši finanšu tehnoloģiju un zaļo tehnoloģiju jomās, taču joprojām sastopas ar strukturāliem izaicinājumiem un nepietiekamu finansējumu. Pētījumā apkopoti arī jaunuzņēmumu dibinātāju, investoru, akseleratoru vadītāju un politikas veidotāju viedokļi, kas atklāj praktiskos šķēršļus ekosistēmas izaugsmei, piemēram, ierobežotu piekļuvi pēcinvestīciju finansējumam, nepietiekamu sadarbību starp valsts un privāto sektoru, kā arī nepieciešamību pēc spēcīgākiem mehānismiem starptautiskai izaugsmei. Tādi piemēri kā “Printful” un “Printify” apliecina Latvijas jaunuzņēmumu spēju veiksmīgi konkurēt globālā mērogā, ja tiek nodrošināta atbilstoša ekosistēmas vide. Igaunijas iniciatīvas, piemēram, e-rezidentūra un “Accelerate Estonia”, sniedz praktiskus modeļus, kurus Latvija varētu pārņemt, lai stiprinātu savu inovāciju vidi. Turklāt pētījumā uzsvērta nepieciešamība pēc mērķtiecīgām reformām, lai mazinātu plaisu starp inovācijām un komercializāciju, paaugstinātu uzņēmēju finanšu pratību un paplašinātu piekļuvi starptautiskajiem tirgiem, izmantojot strukturētas mentorprogrammas un globālos sadarbības tīklus. Tāpat būtiska nozīme ir ieguldījumiem digitālajā infrastruktūrā un skaidri formulētām, ilgtermiņa nacionālajām stratēģijām. Kopumā pētījums sniedz stratēģiskas atziņas un praktiskus ieteikumus politikas veidotājiem, investoriem un uzņēmējiem, lai veidotu integrētu, konkurētspējīgu un noturīgu jaunuzņēmumu vidi Baltijas reģionā.This research explores the development and dynamics of start-up ecosystems in Latvia and Estonia, focusing on the key factors shaping their growth, competitiveness, and international potential. Through comparative analysis and expert interviews, the study examines critical elements such as funding sources, regulatory environments, talent availability, digital infrastructure, and support mechanisms like incubators and accelerators. Estonia emerges as a regional leader, driven by its digital-first policies, strong appeal to private investors, and integration into the global tech landscape. In contrast, Latvia shows promising developments, particularly in fintech and green tech, but continues to face structural and funding-related challenges. The study also integrates perspectives from founders, investors, accelerator leaders, and policy experts to reveal practical barriers to growth, including limited access to follow-on funding, fragmented public-private collaboration, and the need for stronger international scaling mechanisms. Case studies like Printful and Printify underscore Latvia’s global potential when ecosystem conditions align. Estonia’s success with programs such as e-Residency and Accelerate Estonia offers concrete models that Latvia could adapt to strengthen its own ecosystem. In addition, the research highlights the need for targeted reforms to close the gap between innovation and commercialization, improve financial literacy among founders, and expand international market access through structured mentorship and global networking initiatives. Enhanced investment in digital infrastructure and more coherent long-term national strategies are also identified as crucial drivers of ecosystem maturity. Overall, the study offers strategic insights and actionable recommendations for policymakers, investors, and entrepreneurs seeking to build a more integrated, competitive, and resilient start-up environment across the Baltic region.
