Maģistra darbs analizē Somijas draudu uztveres maiņu pret Krieviju pēc 2022. gada, koncentrējoties uz to, kā Krievijas pilna mēroga iebrukums Ukrainā kalpoja par izšķirošu faktoru Somijas ārpolitikas un drošības stratēģijas pārvērtēšanā. Pētījuma centrālā hipotēze ir, ka draudu uztveres maiņu noteica tieši tūlītējie ģeopolitiskie apstākļi, nevis pakāpeniski ilgtermiņa procesi. Darbs balstās uz kvalitatīvo gadījuma analīzi, izmantojot dokumentālo analīzi un salīdzinošo analīzi. Tiek izpētītas Somijas drošības politikas attīstības tendences, sabiedrības attieksme pret Ziemeļatlantijas līguma organizāciju (turpmāk NATO), kā arī ekonomiskie un militārie apsvērumi, kas veicinājuši lēmumu mainīt valsts stratēģisko kursu. Tiek analizēts arī vēsturiskais mantojums un tā ietekme uz Somijas vēsturisko izpratni. Pētījuma rezultāti rāda, ka Krievijas agresīvā rīcība 2022. gadā radikāli mainīja Somijas draudu uztveri un radīja sabiedrībā un elites līmenī jaunu vienprātību par nepieciešamību pievienoties NATO. Tādējādi tika pārrauta ilgstošā neitralitātes tradīcija. Analīze liecina, ka Somija ne tikai reaģēja uz jauno drošības vidi, bet arī aktivizēja iepriekšējos sadarbības mehānismus ar Rietumiem, pierādot, ka maiņa bija iespējama, pateicoties esošai institucionālai un militārai sagatavotībai. Darbs sniedz ieguldījumu teorētiskās diskusijās par draudu uztveri, nelielo valstu drošības politiku un stratēģiskās kultūras mainīgumu. Tas arī palīdz izprast, kā ārēji satricinājumi var paātrināt būtiskas izmaiņas valsts drošības politikā.
This master’s thesis examines the shift in Finland’s threat perception toward Russia following the year 2022, focusing on how Russia’s full-scale invasion of Ukraine served as a decisive catalyst for the re-evaluation of Finland’s foreign and security strategy. The central hypothesis of the research posits that the transformation in threat perception was driven primarily by immediate geopolitical developments rather than by gradual long-term processes. The study employs a qualitative case study methodology, utilizing document analysis and comparative analysis. It explores the evolution of Finland’s security policy, societal attitudes toward the North Atlantic Treaty Organization (NATO), as well as the economic and military considerations that contributed to the decision to alter the country's strategic direction. The research also addresses the role of historical legacy and its influence on Finland’s strategic culture. The findings demonstrate that Russia’s aggressive actions in 2022 fundamentally altered Finland’s perception of external threats and generated a new consensus, both among the public and political elites, on the necessity of joining NATO. This marked a definitive rupture with the country’s long-standing tradition of neutrality. The analysis reveals that Finland not only responded to the changing security environment but also activated pre-existing mechanisms of cooperation with Western partners, highlighting that this strategic shift was facilitated by prior institutional and military preparedness. This thesis contributes to theoretical debates on threat perception, small state security policies, and the dynamics of strategic culture transformation. It also enhances the understanding of how external shocks can accelerate significant changes in a state's security policy.
