Kārtības policijas darbība masu nekārtību laikā

Abstract

Bakalaura darba tēma: “Kārtības policijas darbība masu nekārtību laikā”. Tēmas aktualitāte: tēmas izvēle ir aktuāla mūsdienu sabiedrībā, nepieciešamību uzlabot krimināltiesisko regulējumu, kā arī nepieciešamību analizēt un izvērtēt pieejamo praksi, policijas darbības metodes masu nekārtību novēršanā. Bakalaura darba mērķis: ir apzināt un izvērtēt problēmas, kas saistītas ar noziedzīga nodarījuma – masu nekārtību organizēšana vai aktīva piedalīšanās masu nekārtībās, izstrādāt priekšlikumus tiesiskā regulējuma pilnveidošanai, izpētīt un izvērtēt ar tematu saistītos praktiskos jautājumus, piedāvāt savu redzējumu problēmjautājumu risināšanā. Darba saturs: Darbu veido ievads, četras nodaļas, nobeigums. Darbu veido 52.lpp. Darba pirmajā nodaļā pētīta sabiedriskā kārtība, drošība, masu pasākumi un policijas loma tajā. Darba otrajā nodaļā, pētīts un analizēts – masu nekārtību jēdziens un būtība, masu nekārtību rašanās psiholoģiskie un kriminoloģiskie aspekti. Darba trešajā nodaļā tiek pētīti noziedzīgi nodarījumi, kas saistīti ar masu nekārtībām un to krimināltiesiskie aspekti. Darba ceturtajā nodaļā tiek pētīta policijas taktika masu nekārtību laikā Latvijā, Francijā un Krievijā. Darba rezultāts: analizēts sabiedriskā kārtības jēdziens un būtība, kā arī policijas loma sabiedriskās kārtības nodrošināšanā, izpētīts kārtības policijas darbs un praktiskās rakstura problēmas masu nekārtību laikā, izpētīts dažādu taktisko paņēmienu pielietojumu policijas darbā masu nekārtību novēršanā, analizēti citu valstu normatīvie akti, kas skar masu nekārtību tiesisko regulējumu.The theme of the bachelor work: “Police activities during riots” The topicality of the theme: The choice of topic is relevant in today's society, the need to improve the criminal law regulation, as well as the need to analyze and evaluate the available practices, police methods of preventing riots. The purpose of the bachelor work: is to identify and evaluate problems related to the crime - organization of mass riots or active participation in mass riots, to develop proposals for the improvement of the legal framework, to study and evaluate practical issues related to the topic, to offer one's vision in solving problems. The content of the bachelor work: The work consists of an introduction, four chapters, conclusion. The work consists of 52.lpp. The first chapter examines public order, security, mass events and the role of the police in it. In the second chapter, the concept and essence of mass disorder, psychological and criminological aspects of mass disorder are studied and analyzed. The third chapter of the dissertation investigates criminal offenses related to mass riots and their criminal aspects. The fourth chapter examines the activities of the police during riots, their equipment, the conditions of its use, looking at the causes of riots, punishment in the French Republic and the Russian Federation. The result of the bachelor work: analyzes the concept and essence of public order, as well as the role of the police in maintaining public order, the work of the police and practical problems during riots, explores the use of various tactical methods in the work of the police to preventing riots, the regulatory enactments of other countries concerning the legal regulation of mass disorder are analyzed.
