Eiropas Savienības armijas veidošanas izaicinājumi Krievijas uzbrukuma Ukrainai kontekstā

Abstract

Maģistra darba tēma ir “Eiropas Savienības armijas veidošanas izaicinājumi Krievijas uzbrukuma Ukrainai kontekstā”. Jautājums par vienotu Eiropas Savienības armiju tiek aktualizēts ik pa laikam, taču līdz konkrētam rezultātam joprojām nav nonācis. Maģistra darbā tiek apskatīta Eiropas savienības integrācija drošības jomā, kāda ir dalībvalstu attieksme par kopīgas armijas izveidi, un kas kavē šādas armijas dibināšanu. Darba uzdevums ir analizēt, kāpēc Eiropas Savienības dalībvalstīm nav vienprātības par kopīgas armijas izveidi. Darbam izvirzīju sekojošo hipotēzi - kopīgas Eiropas Savienības armijas izveidi kavē dalībvalstu integrācija NATO aliansē. Maģistra darbā izmantota liberālā starpvaldību teorija nosaka, ka Eiropas Savienības integrācijas process ir valstu lēmumu rezultāts, kas balstās uz nacionālajām interesēm. Šīs intereses veidojas iekšpolitiskā līmenī, un integrācija notiek tikai tad, ja tā kalpo valstu ekonomiskajām un politiskajām vajadzībām. Teorija plašāk tiek apskatīta darba pirmajā daļā. Maģistra darba otrajā daļā tiek apskatīta Eiropas Savienības drošības politikas attīstība un iespējamas kopīgas armijas izveides vēsturi. Darba trešajā daļā tiek analizētas ES dalībvalstu pozīcijas un viedokļi par vienotās Eiropas Savienības armijas izveidi. Analīzei izvēlēti pirmie trīs gadi kopš Krievijas pilnā mēroga iebrukumā Ukrainā, tātad no 2022.gada 24.februāra līdz 2025.gada 24.februārim. Kvalitatīvās pētījumu metodes ir dokumentu analīze, lēmumu pieņēmēju interviju analīze un statistiskas datu analīze. Maģistra darba secinājums ir tāds, ka Eiropas Savienības valstis pagaidām nav ieinteresētas vienotas Eiropas armijas izveidē, jo 23 no 27 ES dalībvalstīm ir NATO dalībvalstis un tās ir apņēmušās attīstīt tieši šo organizāciju. ES ietvaros valstis ir gatavas piedalīties dažādos aizsardzības projektos, taču ne veidot vēl vienu armiju, kas dublētu NATO.The topic of the master’s thesis is “The Challenges of Creating a European Union Army in the Context of Russia’s Invasion of Ukraine.” The idea of a unified European Union army is raised from time to time, yet no concrete result has been reached so far. This thesis examines the EU’s integration in the field of security, the attitudes of member states toward the creation of a joint army, and the obstacles that hinder the establishment of such a force. The main research task is to analyse why there is no consensus among EU member states on the creation of a common army. The following hypothesis is proposed: the creation of a common EU army is hindered by the member states’ integration into the NATO alliance. The thesis uses the liberal intergovernmentalism theory, which posits that European Union integration is the result of national decisions based on domestic interests. These interests are shaped at the internal political level, and integration occurs only when it serves countries’ economic and political needs. The theory is examined more thoroughly in the first part of the thesis. The second part discusses the development of the EU’s security policy and the history of the potential creation of a joint army. The third part analyses the positions and views of EU member states on the creation of a unified EU army. The analysis focuses on the first three years following Russia’s full-scale invasion of Ukraine — from February 24, 2022, to February 24, 2025. The qualitative research methods used are document analysis, analysis of interviews with decision-makers, and analysis of statistical data. Master's thesis conclusions is that European Union countries are not interested in forming a unified European army for now, as 23 of the 27 EU Member States are NATO members and committed to developing this very organisation. as part of the EU, countries are willing to participate in various defence projects, but not to form another army that would back up NATO.
