Bakalaura darba nosaukums ir “KRIEVIJAS ATTURĒŠANAS POLITIKA PRET NATO KONVENCIONĀLO MILITĀRO RĪCĪBU: UKRAINAS KARA GADĪJUMA IZPĒTE 2022-2025”. Darba aktualitāte izriet no joprojām notiekošā Krievijas plaša mēroga kara pret Ukrainu, kas ir grāvis Eiropas drošības vidi, kādu mēs pazinām. Laikā, kad Krievija ir iesaistījusi būtisku daļu no saviem konvencionālajiem spēkiem karā pret Ukrainu, ir svarīgi raudzīties uz tās atturēšanas politiku pret NATO, Ukrainas kara kontekstā. NATO dalībvalstis sniedz ievērojamu militāro atbalstu Ukrainai tās aizsardzībā pret Krieviju. Darba kontekstā, NATO militārais atbalsts Ukrainai, un militārs uzbrukums Krievijai ir kopīgi frāzējams kā konvencionāla militāra rīcība.
Darba uzstādītā hipotēze ir sekojoša: Ukrainas kara norise no 2022.g līdz 2025.g ir pastiprinājusi kodoldimensijas akcentēšanu konvencionālas militāras rīcības atturēšanas politikā pret NATO. Lai pārbaudītu hipotēzi, darba autors izmantos teksta satura analīzi. Analīzes avoti ir Krievijas politikas dokumenti par konvencionāliem spēkiem, un kodolieroču spēkiem. Tai skaitā, hipotēze tiks pārbaudīta analizējot Krievijas amatpersonu runas, un Krievijas oficiālos dokumentus.
Darbs ir strukturizēts trijās daļās. Pirmā daļa sniedz teorētisko ietvaru par ofensīvo reālismu, atturēšanas konceptu, un stabilitātes – nestabilitātes paradoksu. Otrā daļa sniedz svarīgu kontekstu par Krievijas – NATO attiecībām, Ukrainas jautājuma kontekstā, un par Krievijas konvencionālo atturēšanu, un kodolatturēšanu pret NATO konvencionālu militāru rīcību, Ukrainas jautājuma kontekstā 2014-2022. Savukārt trešā daļa ir pētnieciskā daļa, kur hipotēze tiek pārbaudīta. Tajā, izmantojot teksta satura analīzi, teorētisko, un konteksta ietvaru, tiek aplūkota Krievijas konvencionālo spēku un kodolieroču spēku atturēšanas politika pret NATO konvencionālu militāru rīcību, Ukrainas kara kontekstā 2022-2025.
Pētnieciskajā daļā, tika konstatēti trīs svarīgi secinājumi: Pirmkārt, Krievijas atturēšanas politika pret NATO konvencionālu militāru rīcību, Ukrainas kara kontekstā 2022-2025, dominē kodolatturēšanas dimensija salīdzinājumā ar konvencionālo dimensiju. Otrkārt, kodolatturēšanas pieejas dominēšanas primārais cēlonis ir Krievijas konvencionālo spēku ierobežotā kapacitāte atturēt NATO konvencionālu militāru rīcību, ņemot vērā šo spēku intensīvo iesaisti Ukrainas karā. Treškārt, Krievija ir sasniegusi kodolieroču stratēģisko nestabilitāti, lai efektīvāk atturētu NATO no konvencionālas militāras rīcības. Proti, NATO turpinot īstenot konvencionālas militāras rīcības, tā riskē ar kodolkaru.
The title of the bachelor's thesis is " RUSSIA'S DETERRENCE POLICY TOWARDS NATO'S CONVENTIONAL MILITARY ACTION: A CASE STUDY OF THE WAR IN UKRAINE 2022-2025". The relevance of the research originates from the ongoing large-scale war waged by Russia against Ukraine, which has transformed the European security environment as we know it. At a time when Russia has committed a significant portion of its conventional forces to the war in Ukraine, it is essential to examine its deterrence policy towards NATO in the context of this conflict. NATO members are providing substantial military assistance to Ukraine in its defence against Russia. NATO's military assistance to Ukraine and a military attack on Russia will be jointly framed as conventional military action. The hypothesis of the research is as follows: the course of the war in Ukraine in 2022-2025 has intensified the emphasis on the nuclear dimension in Russia's deterrence policy against NATO's conventional military action. To test this hypothesis, the author uses textual content analysis. The sources of analysis include Russian policy documents on conventional and nuclear forces. The hypothesis is also tested by analysing speeches by Russian officials. The thesis is divided into three parts. The first part provides the theoretical framework, covering offensive realism, the concept of deterrence and the stability-instability paradox. The second part provides important context on Russia-NATO relations in the context of the Ukraine issue, focusing on Russia's conventional and nuclear deterrence against NATO's conventional military action in the period 2014-2022. The third part is the empirical research, in which the hypothesis is tested. Through content analysis and within the theoretical and contextual framework, it examines Russia's deterrence policy - both conventional and nuclear - towards NATO's conventional military action in the context of the war in Ukraine 2022-2025. The study draws three important conclusions: In the context of the war in Ukraine 2022-2025, Russia's deterrence policy towards NATO's conventional military action is predominantly nuclear; The main reason for this reliance on nuclear deterrence is the limited ability of Russia's conventional forces to deter NATO's conventional military action due to their involvement in the war in Ukraine; Russia has deliberately created nuclear strategic instability in order to more effectively deter NATO from taking conventional military action.
