Latvijas diplomātiskā protokola pārmaiņas kopš 1991. gada: salīdzinošā analīze

Abstract

Maģistra darbs “Latvijas diplomātiskā protokola pārmaiņas kopš 1991. gada: salīdzinošā analīze” aktualizē diplomātiskā protokola lomu un izaicinājumus mūsdienās. Starptautiskajās attiecībās vienmēr ir bijis svarīgi ievērot protokolu un spēt jebkurā situācijā nodrošināt neitrālu, standartizētu pasākumu kopumu vizīšu organizēšanā. Dažāda līmeņa starpvalstu tikšanās nozīmē atšķirīgu kultūru un tradīciju iepazīšanu un šo atšķirību respektēšanu, veidojot programmu delegāciju uzņemšanai vai delegāciju vizītes organizēšani citā valstī. Protokols tā šaurākā nozīmē nodrošina vizīšu praktisko norisi, sākot no vietas un laika saskaņošanas, beidzot ar delegācijas atvadīšanos. Šī vizīšu organizēšanas praktiskā sadaļa ir rezultāts nepārtrauktam diplomātu un ārlietu struktūrās strādājošo ekspertu darbam. Tradicionālā protokola loma līdz ar tehnoloģiju attīstību un komunikācijas vides maiņu tiek pielāgota jauniem formātiem diplomātijas procesā. Var runāt par būtiskām protokola prakses un formas izmaiņām, kas jau šobrīd skar starptautiskās attiecības un starpvalstu komunikāciju kopumā. Lai izprastu, kā mainījusies diplomātiskā protokola prakse, darbā ir salīdzināti divi laika posmi Latvijas diplomātiskā protokola praksē. Starptautiskajā sistēmā pastāv regulējums tās aģentu savstarpējām attiecībām. Šajā sistēmā diplomātiskā protokola prakse ir pastāvējusi kā harmonizējošu pasākumu kopums dažāda līmeņa tikšanos organizēšanā, tomēr šim it kā administratīvajam procesam nav pievērsta pietiekama uzmanība. Neraugoties uz to, diplomātiskajam protokolam ir būtiska loma vizīšu nodrošināšanai, lai valstīm aktuālos jautājumus būtu iespēja risināt, atrodoties visām iesaistītajām pusēm pieņemamos apstākļos. Ne velti starptautiskās konvencijas par diplomātiskajiem un konsulārajiem sakariem reglamentē valstu uzvedību, uzņemot citas valsts delegācijas. Diplomātiskajam protokolam ir potenciāls veidot valsts tēlu, un mūsdienu izaicinājumu apstākļos ir jāizmanto iespējas, ko šie izaicinājumi sniedz.The title of the master’s thesis is “Changes in Diplomatic Protocol of Latvia since 1991: A Comparative Analysis” and it pints out the role of the diplomatic protocol and its challenges nowadays. It has always been important fo follow the protocol in the international relations and to be able to provide a neutral set of standardized measures in all situations during the organization of meetings. Mutual state meetings of different levels mean to get familiar with different cultures and traditions and to respect these differences while preparing the programme for the receptation of delegations or for preparing the delegation’s visit in other country. The protocol, in its narrower sense, provides the practical conduct of the visits, from the coordination of the place and time to the farewell of the delegation. This practical part of the organization of visits is the result of the ongoing work of diplomats and experts working in foreign affairs. The role of the traditional protocol is being adapted to new formats in the diplomatic process as technology advances and the communication environment changes. We can talk about significant changes in the practice and form of the protocol, which already affect international relations and interstate communication in general. In order to understand how the practice of diplomatic protocol has changed, the master’s thesis compares two periods in the practice of Latvian diplomatic protocol. There is a regulation of the relations between its agents in the international system. In this system, the practice of diplomatic protocol has existed as a set of harmonizing measures for the organization of meetings at different levels, but this alleged administrative process has not received sufficient attention. Nevertheless, the diplomatic protocol has a key role to ensure that countries have the opportunity to discuss issues in conditions acceptable to all parties involved. Therefore, it's not without a reason that international conventions on diplomatic and consular relations regulate the conduct of states in hosting other national delegations. Diplomatic protocol has the potential to shape the image of a country and must seize the opportunities presented by today's challenges.
