Abstract
Bakalaura darba temats ir” Ar brīvības atņemšanas notiesāto un apcietināto personu veselības aprūpe, tiesiskais regulējums un prakse”, darba autors ir nointervējis Latvijas cietuma slimnīcas ārstu un Olaines atkarību centra darbinieci izpētījis, gan Latvijas Republikā esošo praksi, gan arī vietējus normatīvus aktus, kas nosaka veselības aprūpes pakalpojumu sniegšanas kartību ieslodzījumā esošam personām,
Pildot augstāk minētos uzdevumus darba autors ir konstatējis, kā ārstniecības personu trūkums Latvijas Cietumu slimnīcā un ieslodzījumā vietu Medicīnas daļās, kā arī fakts, kā “Ieslodzījumā esošam personām ir atšķirīgas iespējas iegūt personīgos finanšu līdzekļus, ar ko norēķināties par tādiem veselības aprūpes pakalpojumiem, ko no valsts budžeta līdzekļiem neapmaksā. Sekmē situāciju, kad ieslodzījumā esošam personām netiek pilna mērā nodrošināts līdzvērtīgs veselības aprūpes pakalpojumu apjoms kā cilvēkiem brīvībā,
Bakalaura darba mērķis ir: izpētīt veselības aprūpes pakalpojumu sniegšanas kārtību ieslodzītajiem, konstatēt problemātiku normatīvajā regulējumā un ieteikt risinājumu. Šī mērķa sasniegšanai tika izvirzīti četri uzdevumi: 1) izpētīt starptautisko normatīvo regulējumu un standartus par apcietināto un ar brīvības atņemšanu notiesāto personu veselības aprūpi: 2) izanalizēt Latvijas republikas normatīvais regulējums par apcietināto un ar brīvības atņemšanu notiesāto personu veselības aprūpi: 3) Veikt Eiropas Padomes Spīdzināšanas novēršanas komitejas ziņojumu analīzi par apcietināto un ar brīvības atņemšanu notiesāto personu veselības aprūpes stāvoli Latvijas ieslodzījuma vietās: 4) izpētīt apcietināto un ar brīvības atņemšanu notiesāto personu veselības aprūpes uzlabošanas vīzijas, problēmas un aktuālo praksi
Bakalaura darba izstrādes rezultātā darba autors, balstoties uz nacionālo un reģianalo institūciju atzinumiem, kā arī vietējo reģionalo un starptautisko, normatīvo regulējumu, sniedzis ieteikumus ieslodzīto personu veselības aprūpes pakalpojumu pilnveidei Latvijas Valstī.
The topic of the bachelor's work is "Health care, legal regulation and practice of persons sentenced to imprisonmend", the author has interviewed a doctor of the Latvian Prison Hospital and an employee of the Olaine Addiction Center, researched both the practice in the Republic of Latvia and local legislation procedures for the provision of health care services to persons in prison, In carrying out the above tasks, the author has identified the lack of medical personnel in the Latvian Prison Hospital and the Medical Departments of prisons, as well as the fact that “Imprisoned persons have different opportunities to obtain personal funds to pay for health care services which is not provided from the state budget. Contributes to a situation where prisoners are not fully provided with the same level of health care services as people on freedom. The aim of the bachelor's topic is: study the procedure of providing health care services to prisoners, to identify problems in the regulatory framework and recommend improvements. To achieve this goal, four tasks were set: 1) To study the international normative regulation and standards on health care of detainees and persons sentenced to imprisonment 2) To analyze the normative regulation of the Republic of Latvia on health care of detainees and persons sentenced to imprisonment 3) analysis of reports on the health care situation of detainees and persons sentenced to imprisonment in Latvian prisons: 4) to study visions, problems and current practices of improving the health care of detainees and persons sentenced to imprisonment As a result of the elaboration of the bachelor's work, the author of the work, based on the opinions of national and regional institutions, as well as local regional and international, regulatory framework, has provided recommendations for the improvement of health care services for prisoners in Latvia.
