Abstract

Maģistra darba “Starpinstitucionālā sadarbība klaiņojošo jauniešu klaiņošanas mazināšanā” mērķis ir izpētīt starpinstitucionālo sadarbību jauniešu klaiņošanas mazināšanā, noskaidrot šķēršļus veiksmīgai sadarbībai un rast risinājumus šķēršļu novēršanā, izvirzot sekojošos uzdevumus - raksturot klaiņošanas fenomenu; analizēt klaiņojošo jauniešu uzvedību - kā vienu no jauniešu deviances un delinkvences uzvedības formām; raksturot un analizēt speciālistu un institūciju iesaisti un sadarbību jauniešu klaiņošanas mazināšanā; aprakstīt starpinstitucionālajā sadarbībā pielietojamās teorijas un pieejas; veikt pētījumu par starpinstitucionālo sadarbību jauniešu klaiņošanas mazināšanā un noskaidrot iespējamos starpinstitucionālās sadarbības šķēršļus, kā arī rast risinājumus šo šķēršļu novēršanā. Maģistra darbs sastāv no anotācijas, ievada, teorētiskās daļas, pētnieciskās daļas, diskusiju daļas (priekšlikumiem un ieteikumiem), nobeiguma un pielikumiem. Teorētiskā daļa sastāv no četrām nodaļām, kurās ir 16 apakšnodaļas, un teorētiskās daļas sēcinājumiem. Pirmajā nodaļā klaiņošana tiek skatīta kā deviances un delinkvences forma, tiek skaidroti deviantas un delinkventas uzvedības jēdzieni, analizēti to cēloņi un izpausmes veidi. Otrajā nodaļā tiek raksturots jauniešu vecumposms, analizēti jauniešu klaiņošanas cēloņi, sekas un riska faktori, kā arī apskatīta jauniešu sociālā mijiedarbība ar apkārtējo vidi. Trešajā nodaļā tiek apskatīta un analizēta jaunatnes politika, jauniešu klaiņošanu ierobežojošais normatīvais regulējums, bērnu tiesību aizsardzībā iesaistīto un sociālo pakalpojumu sniedzēju institūciju loma starpinstitucionālajā sadarbībā jauniešu klaiņošanas mazināšanā. Ceturtajā nodaļā tiek analizēts starpinstitucionālās sadarbības jēdziens un būtība, sociālā darbinieka loma starpinstitucionālajā sadarbībā, kā arī pielietojamās teorijas un peejas klaiņojošo jauniešu deviantas un delinkventas uzvedības mazināšanai. Pētnieciskā daļa sastāv no piektās nodaļas un pētnieciskās daļas sēcinājumiem. Piektā nodaļa sastāv no pētījuma metodoloģijas un izlases raksturojuma, speciālistu un jauniešu interviju, kā arī fokusgrupas intervijas apkopojuma, analīzes un interpretācijas. Darbs izklāstīts uz 83 lapām, ietverot vienu tabulu. Darbā izmantoti 93 literatūras avoti, tam ir 4 pielikumi. The following objectives have been set: to describe the phenomenon of loitering; to analyze the behavior of loitering youth as a form of deviant and delinquent behavior; to characterize and analyze the involvement and cooperation of professionals and institutions in reducing youth loitering; to describe theories and approaches applicable in inter-institutional cooperation; to conduct research on inter-institutional cooperation in reducing youth loitering and identify potential obstacles to such cooperation, as well as find solutions for overcoming them. The thesis consists of an abstract, introduction, theoretical part, research part, discussion (with proposals and recommendations), conclusion, and appendices. The theoretical part comprises four chapters with 16 subchapters and conclusions. The first chapter discusses loitering as a form of deviance and delinquency, explains the concepts of deviant and delinquent behavior, and analyzes their causes and manifestations. The second chapter describes the developmental stage of adolescence, analyzes the causes, consequences, and risk factors of youth loitering, and explores social interaction between youth and their environment. The third chapter analyzes youth policy, legal regulations restricting youth loitering, and the role of child protection and social service institutions in inter-institutional cooperation to reduce youth loitering. The fourth chapter analyzes the concept and essence of inter-institutional cooperation, the role of the social worker in this cooperation, and the theories and approaches used to reduce deviant and delinquent behavior among loitering youth. The research part consists of the fifth chapter and its conclusions. This chapter includes the research methodology and sample description, summaries and analyses of interviews with professionals and youth, and a summary, analysis, and interpretation of the focus group interview. The thesis is presented on 83 pages, includes one table, uses 93 literature sources, and has four appendices.
