Bakalaura darba tēma ir “Likumpārkāpumu novēršana kā viens no svarīgākiem policijas uzdevumiem”.
Bakalaura darba mērķis: analizēt likumpārkāpumu novēršanu kā vienu no svarīgākiem policijas uzdevumiem, identificēt šīs jomas būtiskākos problēmjautājumus un izstrādāt iespējamos to risinājumus.
Pēdējo gadu pieredze rāda, ka atsevišķi efektīvas policijas stratēģijas elementi, piemēram, sabiedrības iesaistīšanas pilotprojekti, kriminālizlūkošanas modeļu izstrāde, sadarbība ar skolām, pašvaldībām un nevalstiskajām organizācijām, kā arī izglītojošās un informatīvās kampaņas, daļēji kompensē juridiskās sistēmas nepilnības un palīdz aizpildīt nepilnības tiesību aktu ietvaros.
Kopumā autors secina, ka nepieciešams mainīt esošo pieeju, ka galvenais policijas darba vērtēšanas kritērijs ir statistika par sastādītajiem protokoliem un atklātajiem noziedzīgiem nodarījumiem. Ir svarīgi pārskatīt attieksmi pret likumpārkāpumu prevenciju, rūpīgi izvērtējot policijas darba metožu efektivitāti tieši prevencijas jomā. Ja policija koncentrējas tikai uz seku apkarošanu (t.i., jau izdarītu likumpārkāpumu novēršanu), izvairoties no prevencijas darba, tas var radīt risku, ka apkarošanas apjoms pieaugs, līdz situācija kļūs grūti kontrolējama, un noziedzības apkarošanas metodes var zaudēt efektivitāti. Tas, savukārt, var novest pie sabiedrības prasības pēc bargākiem sodiem, kuru izmaksas nāksies segt no valsts budžeta, t.i., no nodokļu maksātāju līdzekļiem. Policijas darba stratēģijā nepieciešams nodrošināt līdzsvaru starp jau izdarītu likumpārkāpumu apkarošanu un likumpārkāpumu prevenciju.

The title of the Bachelor's work is “Preventing offences as one of the most important police tasks.” The aim of the Bachelor's work: to analyse the prevention of offences as one of the most important tasks of the police, to identify the key issues in this area and to develop possible solutions to them. Experience in recent years has shown that certain elements of an effective police strategy, such as pilot projects for public engagement, development of criminal intelligence models, cooperation with schools, municipalities and non-governmental organisations, as well as educational and information campaigns, partially compensate for weaknesses in the legal system and help fill gaps within the legislative framework. Overall, the author concludes that there is a need to change the existing approach that the main assessment criterion for police work is statistics on the protocols drawn up and the offences detected. It is important to review the treatment of crime prevention by carefully assessing the effectiveness of police working methods specifically in the field of prevention. If the police focus only on tackling the consequences (i.e. preventing offences that have already been committed) by avoiding preventive work, this could risk increasing the scale of the fight until the situation becomes difficult to control and the methods of combating crime could lose effectiveness. This, in turn, may lead to a public demand for more severe penalties, the costs of which will have to be borne by the State budget, i.e. taxpayers' resources. The police work strategy needs to strike a balance between combating offences already committed and preventing offences.
