Bakalaura darba tēmas “Speciālo izmeklēšanas darbību veikšanas problemātika” aktualitāte ir pamatojama aktualitāte ir pamatojuma ar to, ka atsevišķas speciālās izmeklēšanas darbības un to veikšanas veids nav pietiekoši efektīvs mūsdienu noziedzīgu nodarījumu izdarīšanas tendencēm. Tēmas aktualitāte ir pamatojama ar publicētiem statistikas datiem, no kuriem redzams, ka konstatēto noziedzīgo nodarījumu, piemēram, narkotisko vielu apritē, skaits ar gadiem samazinās, taču narkotisko vielu pieejamība palielinās. Galvenais kriminālprocesuālais līdzeklis šāda veida noziedzīgu nodarījumu novēršanā un atklāšanā ir Kriminālprocesa likuma 11.nodaļā paredzētās speciālās izmeklēšanas darbības. Bakalaura darba mērķis ir izpētot speciālo izmeklēšanas darbību tiesisko regulējumu Latvijā un citās valstīs un izanalizējot tiesu spriedumus, noskaidrot pastāvošā normatīvā regulējuma problemātiku un izstrādāt ieteikumus speciālo izmeklēšanas darbību praktiskā pielietojuma uzlabošanai. Lai sasniegtu mērķi, darba autors pētīja Latvijas, Lietuvas, Igaunijas un Francijas normatīvos aktus, kas reglamentē speciālās izmeklēšanas darbības, salīdzināja tiesisko regulējumu ar speciālo izmeklēšanas darbību praktisko pielietojumu, kā rezultātā izdarīja secinājumus, kā vienu no tiem, ka speciālo izmeklēšanas darbību tiesiskais regulējums nav pietiekami efektīvs noziedzīgu nodarījumu novēršanā un atklāšanā, un izstrādāja ieteikumus normatīvā regulējuma uzlabošanai. Bakalaura darba autora ieskatā, izvirzītais mērķis darba izstrādes gaitā tika sasniegts pilnībā. Bakalaura darbs sastāv no trīs nodaļām un četrām apakšnodaļām. Kopējais lappušu skaits 53.lpp.
ANNOTATION The relevance of the bachelor's thesis topic, "The Issues of Conducting Special Investigative Activities", is justified by the fact that certain special investigative activities and their methods of execution are not sufficiently effective in addressing modern trends in criminal offenses. The topicality of the subject is supported by published statistical data, which show that while the number of detected criminal offenses, such as drug trafficking, has decreased over the years, the availability of narcotic substances has increased. The primary criminal procedural tool for preventing and detecting such offenses is the special investigative activities provided for in Chapter 11 of the Criminal Procedure Law. The aim of the bachelor's thesis is to examine the legal regulation of special investigative activities in Latvia and other countries and, by analyzing court rulings, identify issues with the existing regulatory framework and develop recommendations for improving the practical application of special investigative activities. To achieve this aim, the author studied the normative acts of Latvia, Lithuania, Estonia, and France that govern special investigative activities, compared the legal framework with the practical application of these activities, and drew conclusions, one of which is that the legal regulation of special investigative activities is not sufficiently effective in preventing and detecting criminal offenses. Recommendations were also developed for improving the regulatory framework. In the author's opinion, the aim set during the development of the bachelor's thesis was fully achieved. The bachelor's thesis consists of three chapters and four subchapters. The total number of pages is 53.
