Maģistra darbs “Latvijas perspektīva NATO atturēšanas un aizsardzības politikas adaptācijas kontekstā (2014–2024)” analizē Latvijas drošības politikas attīstību, reaģējot uz pieaugošajiem militārajiem draudiem reģionā pēc Krievijas agresijas pret Ukrainu. Pētījumā galvenā uzmanība pievērsta tam, kā Latvija pielāgo savu stratēģisko nostāju Ziemeļatlantijas alianses atturēšanas un aizsardzības politikas ietvaros, īpaši fokusējoties uz austrumu flangu.
Darba mērķis ir noskaidrot, kā Latvija interpretē un integrē atturēšanas stratēģijas savā drošības politikā, un kā šīs stratēģijas tiek atspoguļotas valsts politiskajā un militārajā diskursā. Tiek analizēts, kādas “perfektas atturēšanas” stratēģiskās dimensijas atturēšana ar sodu un atturēšana ar noliegumu tiek uzskatītas par piemērotām mazai valstij, kas saskaras ar augstu militāro risku.
Teorētiskais ietvars veidots, apvienojot defensīvā reālisma pieeju un perfekta atturēšanas koncepciju, kas ļauj strukturēti analizēt valsts uzvedību starptautiskajā sistēmā, kur dominē militārā spēka balanss un uzticamība kā atturēšanas priekšnoteikums. Teorētiskajā ietvarā ir izveidota perfektas atturēšanas koncepta matrica.
Empīriskajā daļā izmantota kvalitatīvā satura analīze. Tika pētīti Latvijas nacionālās drošības un aizsardzības plānošanas dokumenti, publiski pieejamie politiskie un militārie paziņojumi, kā arī NATO samitu lēmumi un aizsardzības budžeta dati. Analīze balstīta uz perfekta atturēšanas matricas pielietojumu, kas ļauj novērtēt gan spējas, gan uzticamības elementus Latvijas pozīcijā.
Pētījuma rezultāti apliecina, ka Latvija mērķtiecīgi attālinās no tikai simboliskas līdzdalības NATO kolektīvajā aizsardzībā un kļūst par nozīmīgu ieguldītāju, attīstot militārās spējas, modernizējot aizsardzības infrastruktūru un stiprinot savu politisko ietekmi lēmumu pieņemšanas procesos drošības jomā. Darbs izceļ Latvijas arvien aktīvāko lomu reģionālās drošības politikas veidošanā, vienlaikus norādot uz ilgtermiņa izaicinājumiem, kas saistīti ar kapacitātes uzturēšanu un uzticamības nodrošināšanu.
The master’s thesis “Latvia's Perspective in the Context of NATO's Deterrence and Defense Policy Adaptation (2014 – 2024)” analyses the development of Latvia’s security policy in response to the growing military threats in the region following Russia’s aggression against Ukraine. The study focuses on how Latvia adapts its strategic posture within NATO’s deterrence and defense policy framework, with particular attention to the Eastern flank. The aim of the research is to analyse Latvia’s perspective in NATO’s deterrence and defence policy on the Eastern flank from 2014 until 2024. The study analyses which strategic dimensions of the “Perfect Deterrence” concept deterrence by punishment and deterrence by denial are considered appropriate for a small state facing high military risk. The theoretical framework combines the approach of defensive realism with the concept of perfect deterrence, providing a structured analytical tool for examining state behavior in an international system dominated by the balance of military power and credibility as key conditions for effective deterrence. Within this framework, a Perfect Deterrence Concept Matrix is developed. The empirical part of the thesis uses qualitative content analysis. It examines Latvia’s national security and defense planning documents, publicly available political and military statements, NATO summit decisions, and defense budget data. The analysis is grounded in the application of the Perfect Deterrence Matrix, which enables an assessment of both capability and credibility elements in Latvia’s strategic positioning. The research findings confirm that Latvia is purposefully moving away from symbolic participation toward becoming a substantive contributor to NATO collective defense by developing military capabilities, modernizing defense infrastructure, and strengthening its political influence in security decision-making processes. The study highlights Latvia’s increasingly active role in shaping regional security policy, while also pointing to long-term challenges related to maintaining capacity and ensuring strategic credibility.
