Maģistra darba “Klimatneitralitāte kā mazas valsts prestiža faktors: Norvēģijas gadījuma analīze” mērķis ir izpētīt, kāpēc Norvēģija izmanto klimatneitralitāti, lai palielinātu savu ārpolitisko prestižu. Mērķa sasniegšanai darbā tiek analizēta starptautisko attiecību klasiskā reālisma teorija, kuras viena no prestiža interpretācijām ir vara pār viedokli, kas svarīguma ziņā ir pielīdzināma militārajai un ekonomiskajai varai un ir neatņemama sastāvdaļa starptautiskās politikas praksē. Otrs darbā izmantotais teorētiskais ietvars ir mazu valstu konceptualizējums, kur ārpolitiskā prestiža faktoram ir īpaša nozīme. Turklāt atšķirīgās valstu klasifikācijas parāda, ka skaitliski lielākā pasaules valstu daļa ir pieskaitāma pie mazajām, tāpēc ir svarīgi pētīt šo valstu ietekmes palielināšanas stratēģijas starpvalstu attiecībās, un klimatneitralitātes jautājumi ir viena no nišām, kurā mazas valstis var kļūt par ekspertiem un tādā veidā palielināt savu prestižu globālajā politikā. Prestižs ir abstrakts kolektīvi un korelatīvi veidojams koncepts, turklāt noderīgs ārpolitikas veidotājiem jebkurā tā izpausmē, tāpēc tas ir mērķis, ko sasniegt ar diplomātiskiem un citiem valstij pieejamiem resursiem un līdzekļiem, kas tiek pētīti maģistra darbā. Klimatneitralitātes jautājumi ir starptautiski aktuāli un atzīti par steidzami risināmiem, un Norvēģija ar pārliecinošu rīcībpolitiku, ārpolitikas dokumentiem, valsts augstāko amatpersonu un diplomātu retoriku pozicionē sevi kā starptautiski ietekmīgu valsti, kas ir uzņēmusies iniciatīvas un līderību vairākās ar klimata pārmaiņām un vides aizsardzību saistītās jomās gan daudzpusējās, gan divpusējās sadarbības formās. Valsts izceltie sasniegumi klimatneitralitātes nodrošināšanai ir bezemisiju transportlīdzekļi, okeānu un piekrastes ūdenskrātuvju apsaimniekošana, atjaunīgās enerģijas ražošana, atbalsts attīstības valstīm, vides un klimata tehnoloģijas un pētniecība, un tiek uzsvērta arī naftas un gāzes ieguves industrijas pāreja uz zemu emisiju modeļiem, nepārtraukti ieviešot un attīstot jaunas tehnoloģijas. Kā priekšnoteikumus šiem sasniegumiem var definēt ilgstošu un uzstājīgu klimata un vides jautājumu iekļaušanu visās valdības, pašvaldību, institūciju un valstij piederošu uzņēmumu darbības sfērās, no valsts puses klimata rīcībai motivētus iedzīvotājus un augstus valsts ieņēmumus. Galvenais maģistra darbā izdarītais secinājums ir pierādītā hipotēze, ka Norvēģija izmanto klimatneitralitāti ārpolitiskā prestiža celšanai fosilā kurināmā reputācijas kaitējuma izbalansēšanai.
The aim of the master's thesis “Climate Neutrality as a Factor of a Small Country’s Foreign Policy Prestige: a Case Study of Norway” is to investigate why Norway uses climate neutrality to increase its foreign policy prestige. To achieve the goal, the work analyses the classical realist theory of international relations, one of the interpretations of prestige of which is power over opinion, which is comparable in importance to military and economic power and is an integral part of the practice of international politics. The second theoretical framework used is the conceptualization of small countries, in whose foreign policy the prestige factor has a special significance. In addition, the different classifications show that the numerically largest part of the world's countries are small, therefore it is important to study the strategies of increasing the influence of these countries in interstate relations, and climate neutrality issues are one of the niches in which small countries can become experts and thus increase their prestige in global politics. Climate neutrality issues are internationally topical and recognized as urgent, and Norway, with its policy, foreign policy documents and the rhetoric of its top officials and diplomats, positions itself as an internationally influential country that has taken initiatives and leadership in several areas related to climate change and environmental protection, both in multilateral and bilateral forms of cooperation. The country's highlighted achievements in ensuring climate neutrality are zero-emission vehicles, ocean and coastal water management, renewable energy, support for developing countries, environmental and climate technologies and research, and the transition of the oil and gas extraction industry to low-emission models, continuously introducing and developing new technologies. The prerequisites for these achievements can be defined as a long-term and persistent inclusion of climate and environmental issues in all spheres of activity of government, municipalities, institutions and state-owned enterprises, citizens motivated for climate action by the state and high state revenues. The main conclusion drawn from the master's thesis is the proven hypothesis that Norway uses climate neutrality to increase its foreign policy prestige to balance the reputational damage caused by fossil fuels extraction.
