Latvijas Republikā 2023. gadā ir reģistrēti 35 609 noziedzīgi nodarījumi, no kuriem 4046 ir zādzības, 9422 ir zādzības, krāpšanās, piesavināšanās nelielā apmērā un 2572 ir tīša mantas bojāšana. Kas nozīmē, ka iepriekš minētie noziedzīgie nodarījumi pret īpašumu sastāda 45 % no kopējā Latvijas Republikā reģistrēto noziedzīgo nodarījumu skaita.
Bakalaura darba “Zādzību atklāšanas un izmeklēšanas īpatnības” mērķis ir, pētot krimināltiesisko regulējumu un speciālās izmeklēšanas darbības, kā arī analizējot kriminālistisko praksi, noskaidrot dažādus aspektus zādzību izmeklēšanā un atklāšanā, kā arī konstatēt pastāvošos trūkumus un piedāvāt tiem risinājumus.
Bakalaura darbs sastāv no ievada, trīs nodaļām, nobeiguma un izmantoto avotu saraksta. Darbā sniegts zādzību raksturojums un izpētīti ar to saistītie jēdzieni. Darbā ir izpētīts zādzības krimināltiesiskais un kriminālistiskais raksturojums. Darbā ir analizēti normatīvie akti, juridiskā literatūras tiesu prakse un judikatūra, kā arī ir izdarīti secinājumi un izvirzīti priekšlikumi tiesību aktu pilnveidošanai.
Darbā ir izpētīts speciālo izmeklēšanas darbību jēdziens un regulējums, kā arī to praktiskā pielietošana zādzību izmeklēšanā un atklāšanā. Pētnieciskajā darbā ir secināts, ka speciālās izmeklēšanas darbības ir izmantojamas zādzību izmeklēšanā un atklāšanā, kā arī dažreiz pat nepieciešamas, lai pierādītu kādus konkrētus noziedzīgā nodarījuma apstākļus, bet zādzību kontekstā ir reti izmantojamas dažādu objektīvu iemeslu dēļ.
Darba apjoms ir 70 lapaspuses un tajā izmantoti 65 avoti.
In the Republic of Latvia, 35,609 criminal offenses were registered in 2023, of which 4,046 were thefts, 9,422 were thefts, fraud, and embezzlement of a minor scale, and 2,572 were intentional property damage. This means that the aforementioned property-related criminal offenses constitute 45% of the total number of criminal offenses registered in the Republic of Latvia. The aim of the bachelor's thesis "Specifics of Investigating and Solving Theft" is to explore the criminal law framework and special investigative actions, as well as to analyze forensic practices, in order to identify various aspects of theft investigation and resolution, detect existing shortcomings, and propose solutions to address them. The bachelor's thesis consists of an introduction, three chapters, a conclusion, and a list of sources. The thesis provides an overview of theft and examines related concepts. It investigates the criminal law and forensic characteristics of theft. The thesis analyzes legal acts, legal literature, court practice, and case law, and offers conclusions and proposals for improving legal regulations. The thesis explores the concept and regulation of special investigative actions, as well as their practical application in the investigation and resolution of theft. The research concludes that special investigative actions can be utilized in the investigation and resolution of theft and are sometimes even necessary to prove specific circumstances of a criminal offense. However, in the context of theft, they are rarely applied due to various objective reasons. The thesis comprises 70 pages and references 65 sources
