Bakalaura darba tēma ir “Dzimuma loma Latvijas diplomātisko pārstāvniecību vadītāju izvēles procesā”. Tēma tika izvēlēta, lai analizētu, kā dzimums ietekmē sieviešu iespējas ieņemt vēstniecību vadītāju amatus Latvijā, un kādas institucionālās, normatīvās un kultūras barjeras joprojām pastāv, neskatoties uz dzimumu līdztiesības principu formalizēšanu.
Latvijas diplomātiskajā dienestā sieviešu pārstāvība augstākajos amatos joprojām ir zemāka nekā vīriešu, kas aktualizē jautājumu par institūciju darbības principu un dzimumu stereotipu ietekmi uz karjeras iespējām. Bakalaura darba ietvaros tika izvirzīta hipotēze, ka sieviešu iespējas kļūt par diplomātisko pārstāvniecību vadītājām ierobežo ilgstoši pastāvošas institucionālās normas un prakses.
Par pētījuma teorētisko pamatu izvēlēts vēsturiskā un feministiskā institucionālisma kombinētais ietvars. Vēsturiskais institucionālisms skaidro, kā ilgtermiņa institucionālās attīstības ceļi un normas ietekmē dzimumu lomu veidošanos, savukārt feministiskais institucionālisms analizē formālo un neformālo institūciju, kā arī dzimumu stereotipu ietekmi uz sieviešu profesionālo izaugsmi un pārstāvniecību lēmumu pieņemšanas līmenī.
Darbs sadalīts trīs nodaļās – pirmajā nodaļā analizēts teorētiskais ietvars, otrajā apskatīti Latvijas ārlietu dienesta normatīvie un institucionālie faktori, bet trešajā nodaļā veikta empīriskā analīze, balstoties uz intervijām ar Latvijas diplomātēm un Ārlietu ministrijas amatpersonu. Darba noslēgumā, balstoties uz teoriju un empīriskajiem datiem, izstrādāti secinājumi un priekšlikumi dzimumu līdztiesības veicināšanai Latvijas diplomātiskajā dienestā.
Pētījuma gaitā secināts, ka pastāv gan formāli, gan neformāli šķēršļi sieviešu līdzdalībai augstākajos diplomātiskajos amatos, un to pārvarēšana prasa mērķtiecīgas institucionālas reformas un kultūras pārmaiņas.
Bakalaura darbs sastāv no 54 lapaspusēm. Pievienoti pieci pielikumi – piecas intervijas. Kopējais darba apjoms ir 82 lapaspuses.
The topic of this bachelor's thesis is “The Role of Gender in the Selection Process of the Heads of Latvia’s Diplomatic Missions.” The topic was chosen to analyze how gender influences women's opportunities to be appointed as heads of diplomatic missions in Latvia, and to identify the institutional, normative, and cultural barriers that persist despite the formal establishment of gender equality principles. Women's representation in senior diplomatic positions in Latvia remains lower than that of men, raising questions about the impact of institutional practices and gender stereotypes on career advancement. The hypothesis proposed in this research is that long-standing institutional norms and practices limit women’s chances of being appointed to high-ranking diplomatic positions. The theoretical framework of the study combines historical and feminist institutionalism. Historical institutionalism explains how long-term institutional development paths and entrenched norms shape gender roles in diplomacy, while feminist institutionalism examines how formal and informal institutions, along with gender stereotypes, influence women’s professional advancement and representation in decision-making roles. The thesis is divided into three chapters. The first chapter outlines the theoretical framework; the second examines normative and institutional factors within Latvia’s diplomatic service; and the third chapter presents the empirical analysis based on interviews with female diplomats and a representative of the Ministry of Foreign Affairs. The conclusion summarizes the findings and offers proposals to promote gender equality within the Latvian diplomatic service. The study concludes that both formal and informal barriers continue to affect women’s access to top diplomatic positions, and that overcoming these challenges requires targeted institutional reforms and cultural change.
