Bakalaura darbā apskatītā tēma ir “ANO attīstības sadarbības politikas: Baltijas valstu stratēģija Āfrikas reģionā no 2020. gada”. Laika posmā kopš 2020. gada Baltijas valstis kā prioritāro reģionu savos attīstības sadarbības politikas dokumentos ir norādījušas kā savas ģeogrāfiskās prioritātes. Lai valstis varētu īstenot sadarbību ar Āfrikas reģionu, ir nepieciešama stratēģija, caur kuru tiktu īstenota Baltijas valstu sadarbība ar Āfrikas reģionu. Pastāv ANO izstrādāts institucionāls ietvars, ko valstis ietver savās attīstības sadarbības stratēģijās. 2026. – 2027. gadam Latvija kandidē ANO Drošības Padomē, kas aktualizē sadarbības jautājumu ar Āfrikas reģiona valstīm. Darbā izvirzīta hipotēze, ka Latvija darbojas pēc Eiropas Savienības institucionālā ietvara attīstības sadarbībai, kas ir kā pamats tam, ka tā ir vienīgā no Baltijas valstīm, kurai nav izstrādāta funkcionējoša attīstības sadarbības stratēģija Āfrikas reģionam. Analizējot tēmu, darbs ir balstīts uz Baltijas valstu attīstības sadarbības pamatdokumentiem, stratēģiju dokumentiem un Eiropas Savienības normatīviem par attīstības sadarbības politikas ieviešanu. Darbs sastāv no trim nodaļām. Pirmajā nodaļā apskatīts organizāciju institucionālais ietvars caur neoliberālā institucionālisma teoriju, skaidrojot valstu darbības virzienus starptautiskajā sistēmā. Otrajā nodaļā apskatīti pamatprincipi, uz ko balstās Baltijas valstu attīstības sadarbība gan caur starptautiskajām saistībām, gan caur nacionālajām interesēm. Trešajā nodaļā veikts Baltijas valstu attīstības sadarbības Āfrikas reģiona stratēģiju salīdzinājums. Darba ietvaros secināts, ka ne tikai Latvija, bet arī Lietuva koncentrējas uz jau izstrādāto institucionālo ietvaru, kas ir kā pamats tam, abās no Baltijas valstīm, nav izstrādāta funkcionējoša Āfrikas attīstības sadarbības stratēģija. Latvijas gadījumā attīstības sadarbības stratēģija Āfrikas reģionā nepastāv vispār, taču Lietuvas gadījumā tā ir nepilnīga, jo divpusējās sadarbības prioritātes netiek īstenotas atbilstoši attīstības sadarbības plānam Āfrikas reģionā. Igaunija ir vienīgā no Baltijas valstīm, kas ir izveidojusi attīstības sadarbības stratēģiju Āfrikas reģionam, pēc kuras tā vadās un nodrošina politikas ieviešanu.
The topic of the bachelor thesis is ‘UN Development Cooperation Policies: a Baltic Strategy for Africa from 2020’. In the period since 2020, the Baltic States have identified their geographic priorities as a priority region in their development cooperation policy documents. In order for the countries to be able to implement cooperation with the African region, a strategy is needed through which the Baltic States' cooperation with the African region will be implemented. There is an institutional framework developed by the UN, which countries include in their development cooperation strategies. Latvia is a candidate for the UN Security Council for 2026-2027, which raises the issue of cooperation with countries in the African region. The hypothesis put forward in the paper is that Latvia operates within the institutional framework of the European Union for development cooperation, which is the basis for the fact that it is the only one of the Baltic States that does not have a functioning development cooperation strategy for the African region. The analysis is based on the Baltic development cooperation framework documents, strategy documents and the European Union normative framework for the implementation of development cooperation policy. The thesis consists of three chapters. The first chapter examines the institutional framework of organisations through the theory of neoliberal institutionalism, explaining the ways in which states operate within the international system. The second chapter examines the basic principles underpinning development cooperation in the Baltic States through both international commitments and national interests. The third chapter compares the Baltic countries' development cooperation strategies in the African region. The paper concludes that not only Latvia, but also Lithuania focuses on the already developed institutional framework as a basis for the fact that in both Baltic States, a functioning African development cooperation strategy has not been developed. In the case of Latvia, there is no development cooperation strategy in the African region at all, but in the case of Lithuania it is incomplete, as bilateral cooperation priorities are not implemented in line with the development cooperation agenda in the African region. Estonia is the only Baltic country to have a development cooperation strategy for the Africa region, which guides and ensures the implementation of the policy.
