Abstract

Darba nosaukums: Sociālās rehabilitācijas pakalpojumu efektivitātes mērīšanas kritēriju un instrumentu izveide un testēšana. Tēmas aktualitāte: Pētījuma aktualitāte ir noteicama, gan no Nacionālā attīstības plāna 2021.-2027. gadam (turpmāk – NAP2027) rīcību virziena puses par cilvēku sociālo iekļaušanu, gan no Sociālās integrācijas valsts aģentūras Rehabilitācijas pakalpojumu nodaļas (turpmāk – RPN) puses, jo iestādei ir nepieciešams jūtīgs instruments vai rezultatīvais rādītājs pakalpojuma efektivitātes mērīšanai. Pētījuma darba mērķis: Izvērtēt SIVA RPN esošos rezultatīvos rādītājus un pakalpojuma efektivitātes mērīšanas instrumentus, kā arī izstrādāt un pārbaudīt jaunu pret sociālās rehabilitācijas pakalpojuma efektivitāti jūtīgu instrumentu. Pētījuma uzdevumi: izpētīt, apkopot un analizēt Pasaulē sociālajā rehabilitācijā un integrācijā izmantojamos instrumentus pakalpojuma efektivitātes novērtēšanai un rezultatīvo rādītāju veidošanas kritērijus; Izpētīt un novērtēt jūtību pret sociālās rehabilitācijas pakalpojumu SIVA RPN izmantojamajiem pakalpojuma efektivitātes novērtēšanas instrumentiem un rezultatīvajam rādītājam; Izstrādāt un pārbaudīt jaunu SIVA RPN efektivitātes mērīšanas instrumentu un rezultatīvo rādītāju, balstoties uz apkopotajiem datiem par Pasaulē izmantojamajiem instrumentiem; Izstrādāt rekomendācijas jauna pakalpojuma efektivitātes novērtēšanas instrumenta un rezultatīvā rādītāja pielietošanai SIVA. Galvenais pētījuma jautājums: Vai jaunā sociālās rehabilitācijas pakalpojuma efektivitātes mērīšanas instrumenta (SIVA RPN klientu pašnovērtējuma aptaujas) jūtība ir augstāka par esošā rezultatīvā rādītāja un/vai instrumentu jūtību? Nozīmīgākie rezultāti un secinājumi: SIVA RPN klientu pašnovērtējuma aptaujas jūtība pret sociālās rehabilitācijas pakalpojuma efektivitāti ir ticama un parāda visaugstāko ticamu pozitīvo rādītāju - 70% starp visiem SIVA RPN ticamajiem izmantojamiem instrumentiem. Rekomendācijas: Turpmāk, SIVA RPN darbā var pielietot jaunu SIVA RPN efektivitātes mērīšanas instrumentu un jaunu rezultatīvo rādītāju.

Research title: Development and testing of Social rehabilitation services efficiency criteria and tools. Actuality of the theme: The actuality of the research can be determined both from the National Development Plan 2021-2027 (AP2027) on the side of the action line on social inclusion of people, as well as from the Rehabilitation Services Department of the State Agency for Social Integration (SIVA RPN), because the institution needs a sensitive tool or performance indicator to measure service efficiency with regard to improving condition of the patient. Aim of the research: To evaluate the existing tools for measuring the efficiency of the service and performance indicators of SIVA RPN, as well as to develop and test a new SIVA RPN tool sensitive to the efficiency of the social rehabilitation service. Main tasks of the research: to study, summarize and analyze the tools used in the world in social rehabilitation and integration to evaluate the efficiency of the service and the criteria for creating performance indicators; To study and evaluate the sensitivity to the service efficiency assessment of tools and the performance indicator used by the SIVA RPN; Develop and test a new SIVA RPN social rehabilitation efficiency measurement tool and performance indicator based on aggregated data on tools used worldwide; To develop recommendations for the appliance of a new service efficiency evaluation tool and performance indicator in SIVA. The main research question: Is the sensitivity of the new tools for measuring the efficiency of social rehabilitation services (SIVA RPN client self-assessment questionnaires) higher than the sensitivity of the existing performance indicators and/or tools? Key Findings and Conclusions: The SIVA RPN client self-assessment survey’s sensitivity towards the effectiveness of the social rehabilitation service is reliable and shows the highest positive indicator - 70% among all reliable tools used by SIVA RPN. Recommendations: In the future, a new SIVA RPN efficiency measurement tool and a new performance indicator can be used in the work of SIVA RPN.
