“Kanabiss” aprites ierobežojumu mazināšanas risku un ieguvumu Latvijā izvērtējums

Abstract

Maģistra darba ““Kanabiss” aprites ierobežojumu mazināšanas risku un ieguvumu Latvijā izvērtējums” mērķis ir identificēt Kanabiss (turpmāk - Cannabis) aizlieguma atcelšanas ieguvumus un riskus Latvijā. Galvenie uzdevumi: izpētīt tiesisko regulējumu pasaulē, tostarp Eiropas Savienībā un Latvijā, izpētīt Cannabis ietekmi uz sabiedrības veselību, identificēt ierobežojumu atcelšanas sekas pasaulē; vispārēji identificēt ietekmi uz ekonomiku un konstatēt, vai ietekme uz ekonomiku ir augsta, vidēja, vai zema; apskatīt sabiedrībā esošos uzskatus par Cannabis apriti un apstiprināt vai noliegt to pamatojumu. Lai sasniegtu izvirzīto mērķi, autors noslēguma darbu iedala divās daļās: faktoru analīze no literatūras un ekspertu aptaujas. Ekspertu grupas aptaujas rezultāti tiek izmantoti, lai noteiktu Cannabis aizlieguma atcelšanas ieguvumus un riskus, tieši – Latvijā, kas skatīti no dažādu ekspertu skatupunkta. Literatūrā (pētījumos, publikācijās un ziņojumos) analizētie jautājumi ir atšķirīgi no ekspertu grupas aptaujas jautājumiem, jo pasaules un Latvijas situācija un apskatītās problēmas to attīstībā ir atšķirīgas. Secinājumu izdarīšanai, tiek veikts abu sadaļu analizēto rezultātu apkopojums, lai gūtu Latvijas situācijai pielāgotu un objektīvu faktoru kopu. Hipotēze: “Cannabis lietošanas aizlieguma atcelšanas sekas galvenokārt negatīvi ietekmēs Latvijas sabiedrību un veselības aprūpes sistēmu kopumā”. Pēc literatūras analīzes un ekspertu aptaujām secināts, ka hipotēzi nav iespējams viennozīmīgi apstiprināt vai noliegt, jo jebkādā Cannabis lietošanas ierobežojumu atcelšanas gadījumā būs ieguvēji un tie, kas cietīs no ierobežojumu atcelšanas. Rezultāti ir apkopoti secinājumos, kur analizētie faktori ir pierādījumu apkopojums un ekspertu viedokļu apkopojums par daudziem sabiedrībā un diskusijās paustajiem faktiem un “mītiem”. Noslēguma darbs ir veidots tā, lai jebkura no darba nodaļām sniegtu informāciju, pierādījumus vai viedokli dažādu strīdu risināšanā vai kliedētu nepierādītus, pastāvošus un nozīmīgus mītus saistībā par Cannabis lietošanu. The aim of the Master thesis "Assessment of the risks and benefits of reducing the restrictions on the circulation of “Cannabis” in Latvia" is to evaluate the benefits and risks of lifting the ban on Cannabis in Latvia. Main tasks: to study the legal framework in the world, including the European Union and Latvia, to study the impact of Cannabis on public health, to identify the consequences of lifting restrictions in the world. In general, identify the impact on the economy and determine whether the impact on the economy is high, medium or low. To look at the public's views on the circulation of Cannabis and to confirm or deny their justification. In order to achieve the set goal, the author divides the final work into two parts: factor analysis from the literature and expert survey. The results of the expert group's survey are used to determine the benefits and risks of lifting the ban on cannabis, specifically in Latvia, from the point of view of various experts. The questions analyzed in the literature are different from the questions of the expert group survey, because the situation of the world and Latvia, in the development of the considered problem, is differs. In order to draw conclusions, a summary of the analyzed results of both sections is made in order to obtain a set of factors adapted to the situation in Latvia and objective. Hypothesis: "The consequences of lifting the ban on cannabis use will mainly have a negative impact on Latvian society and the health care system as a whole". An analysis of the literature and expert surveys has shown that it is not possible to unequivocally answer the hypothesis with confirmation or rejection, as any deregulation of Cannabis will benefit the beneficiaries and those who will suffer from the deregulation. The conclusions of the work and the analyzed factors are a collection of evidence and a collection of expert opinions on many facts and “myths” expressed in society and in discussions. The dissertation is designed in such a way that any of the sections of the dissertation provides evidence or an opinion in resolving various disputes and dispels unproven, existing and significant myths about the use of Cannabis.
