Valsts asinsdonoru centra kā medicīnas iestādes publisko iepirkumu veikšanas specifika

Abstract

Valsts asinsdonoru centrs ir unikāla iestāde Latvijā, kas veic sabiedrībai nozīmīgu funkciju, un ir svarīgi nodrošināt tās darbības nepārtrauktību, attiecīgi arī publisko iepirkumu jomā. Valsts asinsdonoru centra iepirkumu specifika ir saistīta ar tehnisko specifikāciju saturu, kuras ir standartizētas un pakļautas specifiskam kvalitātes nodrošināšanas regulējumam. Maģistra darba mērķis ir izanalizējot publisko iepirkumu piemērošanas procedūras Valsts asinsdonoru centrā, identificēt problēmas un ieteikt risinājumus publisko iepirkumu procedūru piemērošanas uzlabošanai. Darba rezultātā autore ir nonākusi pie secinājuma, ka Publisko iepirkumu likuma subjektiem ir jāpaplašina un Elektronisko iepirkumu sistēmas izmantošana publicitātes un sabiedrības iesaistes nolūkos. Maģistra darba apjoms ir 59 lappuses. Pielikumu apjoms 81 lappuse.

The State Blood Donor Center is a unique institution in Latvia that performs an important function for the society, and it is important to ensure the continuity of its services, respectively also in the field of public procurement. The specifics of the procurement of the National Blood Donor Center are related to the content of technical specifications, which are standardized and subject to specific quality assurance regulations. The aim of the master's thesis is to analyze the public procurement application procedures at the State Blood Donor Center, to identify problems and to recommend solutions for improving the application of public procurement procedures. As a result of the work, the author has come to the conclusion that the subjects of the Public Procurement Law should expand the use of the Electronic Procurement System for the purposes of publicity and public involvement. The volume of the master's thesis is 59 pages. Volume of appendices 81 pages
