Abstract: Civilā rūpniecība virza inovācijas autonomu tehnoloģiju jomā un jaunu tehnoloģiju izmantošana arī militārām vajadzībām ir neizbēgama. Kaujas roboti un automatizētas ieroču sistēmas jau tuvā nākotnē spēs pieņemt lēmumus kaujas laukā bez cilvēka tiešas līdzdalības, turklāt - tos neierobežos pašsaglabāšanās instinkts. Bezpilota lidapārāti, kuru agrīnās versijas bija paredzētas tikai izlūkdarbībām un tika kontrolētas ar tālvadību, ar militāro stratēģu iniciatīvu jau šodien tiek aprīkotas ar mākslīgo intelektu un autonomiju. Cilvēks tiek pamazām izstumts no atbildīgu lēmumu pieņemšanas loka. Juridisku, ētisku un militāri operatīvu iemeslu dēļ tiek uzstāts uz cilvēka atbildīgas kontroles saglabāšanu pār ieroču sistēmām un spēka pielietošanu. Aizvien vairāk valstis pēta un attīsta autonomiju ieroču sistēmas, tādēļ ir steidzami jārisina šādu ieroču radītie ētiskie, cilvēktiesību un starptautisko humanitāro tiesību izaicinājumi. Pētījuma mērķis ir izvērtēt atšķirīgus viedokļus par autonomo ieroču sistēmu izmantošanas atbilstību starptautisko tiesību normām, lai noteiktu, kam jāuzņemas atbildība par šādu ieroču sistēmu neētisku vai nelikumīgu darbību.
The civilian industry is driving innovation in the field of autonomous technologies and the use of new technologies is also unavoidable for military purposes. Combat robots and automated weapons systems will be able to take decisions on the battlefield in the near future without human direct involvement, and will not be limited by a self-preservation instinct. Unmanned aircraft, whose early versions were designed solely for intelligence and controlled by remote control, are already equipped with artificial intelligence and autonomy by the military strategists' initiative today. The man is gradually being pushed out of the circle of responsible decision-making. For legal, ethical and military operational reasons, the aim is to maintain responsible human control over weapons systems and the use of force. More and more countries are studying and developing autonomy weapons systems, so ethical, human rights and international humanitarian law challenges posed by such weapons need to be addressed urgently. The aim of the study is to assess divergent views on the compatibility of the use of autonomous weapons systems with international law in order to determine who should take responsibility for the unethical or illegal operation of such weapons systems.
