Abstract: Bakalaura darba tēma ir Eiropas armijas sākotnējā ideja un tās mijiedarbība ar tās realizāciju pēc 2014. gada Eiropas Savienības integrācijas kontekstā. Šajā darbā tiek pētīta Eiropas armijas sākotnējās idejas ietekme uz mūsdienu aktualizēto Eiropas armijas projektu. ES aizsardzība un drošība ir sfēras, kuras vēl joprojām atrodas katras dalībvalsts pārziņā un, neskatoties uz Eiropas Savienības drošības un aizsardzības politiku, dziļāka integrācija un tiešāka virzība uz Eiropas armijas ideju nav panākta. Šī iemesla dēļ ES dalībvalstu nacionālie aizsardzības izdevumi netiek pilnībā efektivizēti un dalībvalstīm nākas krietni pārmaksāt. Situāciju sarežģī arī fakts, ka ne visas ES dalībvalstis ir NATO, kas nozīmē atšķirīgu aizsardzības politiku veidošanu. Šī situācija mainītos, ja Eiropai būtu vienota aizsardzības industrija un vienota armija, kura būtu praktiski pielietojama gan ES, gan ārpus ES robežām, tajā pašā laikā nostiprinot ES pozīcijas kā globālam militārajam aktoram. Pētījumā izmantotais neofunkcionālisma teorētiskais ietvars ļauj detalizētāk apskatīt Eiropas integrāciju, pamatā fokusējoties uz aizsardzības un drošības sektoriem. Šī teorija arī palīdz skaidrot aizsardzības integrācijas iemeslus konkrētos laika posmos. Neofunkcionālisms integrāciju skaidro kā procesu, kura pamatā norit pārplūde no citiem sektoriem. Šī integrācija ir noritējusi pakāpeniski un to ir veicinājusi ES vēlme kļūt par militāri spēcīgāku aktoru, kā arī Eiropas reģionā noritējušās krīzes, kuras atstāj ietekmi uz Eiropas iekšējo un ārējo drošību. Izmantojot neofunkcionālisma teorētisko ietvaru, otrajā nodaļā tiek apskatīts Eiropas armijas ideālais tips, kurš gandrīz praktiski tika realizēts 20. gs. vidū. Darba trešajā nodaļā jau tiek apskatīts laika posms no 2014. gada līdz 2020. gadam Eiropas armijas izveides kontekstā. Šis posms ir nozīmīgs, jo pēc 2014. gada Krievijas agresijas Ukrainā ES līmenī tika pieņemti vairāki nozīmīgi lēmumi, lai stiprinātu Eiropas aizsardzību un drošību. Tiek petīti Eiropas armijas izveides veicinošie un kavējošie faktori, kā arī tiks apskatīts cik tuvu šis projekts ir tā realizēšanai. Krīžu periodos ir novērojamāka arī ciešāka mijiedarbība un pārplūšana uz dažādiem sektoriem. Pētot Eiropas armijas izveides attīstību un tās kavējošos un veicinošos faktorus tika secināts, ka šīs idejas realizācija tuvākajos gados nav iespējama, galvenokārt, dalībvalstu nacionālo interešu dēļ. No praktiskā viedokļa raugoties, tika secināts, ka ES ir viss nepieciešamais institucionālais ietvars, lai Eiropas armija kļūtu par reālu veidojumu. Var secināt, ka Eiropas armijas ideja nerealizēsies kamēr dalībvalstis neiestāsies par spēcīgu, neatkarīgu un vienotu ES militārajā jomā.
The title of the bachelor’s thesis is The initial idea of a European army and its interaction with its implementation after 2014 in the context of European Union integration. This paper is about the impact of the original idea of the European Army on the creation of the contemporary European Army. Defense and security areas are still in the responsibility of individual Member States and, therefore, a common European security and defense policy has never been created. Because of this, EU Member States' national defense expenditures are not done in an efficient and logical manner. This situation would change if Europe had a coordinated single defense industry and a single army with troops that could be deployed in both, inside and outside the EU, while strengthening the EU's position as a global military actor. The theoretical framework of neofunctionalism in this study allows a thorough look at European integration, focusing mainly on the defense and security sectors. This theory also provides answers for the motives of defense integration over specific periods of time. This integration has been gradual and has been promoted by a European desire to become a stronger military actor, as well as by the crises in the European region, which have an impact on EU internal and external security. Neofunctionalism and its basic assumptions are reflected in the first chapter of this paper. The second chapter examines the ideal type of European army, which almost materialized in 1954. The third chapter deals with the development of a European army in the period of time from 2014 to 2020 in the context of European integration. The third chapter also investigates the factors contributing to and hindering the establishment of a European army and discusses the feasibility of the successful implementation of this project. In the context of considering the materialization of a European army, it can be concluded that successful realization of this idea is not possible in the upcoming years, mainly due to the conflicting national interests of the Member States. Nevertheless, it can be summarized that the EU has the necessary institutional framework to turn the dream of the European army into a practical reality. Finally, it is important to mention that the project of a European army will remain nascent and undeveloped till a time when the Member States become more united in defense and security at an EU level.
