Augstākās izglītības attīstības tendences un finanšu resursu loma

Abstract

Pētījuma mērķis ir izanalizēt Latvijas augstākās izglītības attīstības tendences un izpētīt finanšu resursu lomu šajā procesā, ar galveno nolūku izstrādāt priekšlikumus sistēmas uzlabošanai. Šis mērķis rodas no pētījuma problēmas, kura atspoguļo augstākas izglītības svarīgu lomu profesionāļu sagatavošanā un ilgtermiņa ekonomiskajā attīstībā Latvijā. Mērķis ir arī saistīts are pētījuma aktualitāti, kas norāda uz studenta skaita samazināšanos un augstskolu finansiālā atbalta pieaugumu. Autore identificē, ka pētījuma objekts ir augstākā izglītība un galvenais pētījuma priekšmets ir tās finansēšanas modelis. Darba jautājums ir faktori, kas ietekmē Latvijas augstskolu finansējumu. Metodoloģiski, pētījumā tiek izmantotas dažādas pieejas, tostarp literatūras avotu analīze, normatīvo aktu izpēte, statistikas analīze un ekspertu intervijas, lai sniegtu plašāku un dziļāku izpratni par situāciju. Pētījuma dalībnieki bija pieci eksperti ar dažādu pieredzi augstākās izglītības jomā. Pētījumā tika analizēta Latvijas budžeta un Eiropas fondu ietekme uz augstākās izglītības attīstību, meklējot saistības starp finansiālajiem resursiem un izglītības kvalitāti. Šīs analīzes rezultāti sniedza ieskatu gan valsts, gan ES līmeņa finanšu politikas efektivitātē un ietekmi uz izglītības sistēmas uzlabošanu. Tika uzsvērta nepieciešamība pēc saskaņotas pieejas, kas apvieno gan valsts, gan Eiropas finanšu instrumentus, lai nodrošinātu ilgtspējīgu un efektīvu augstākās izglītības attīstību Latvijā. Šajā darba ir 54 lpp., 3 nodaļas, un kopumā bija izmantotas 45 informācijas avoti.

The purpose of the study is to analyze the development trends of Latvian higher education and to investigate the role of financial resources in this process. The main goal of the research is to propose the improvement of the current system. This goal arises from the research problem, which reflects the important role of higher education in the preparation of professionals and long-term economic development in Latvia. The goal is also related to the relevance of the study, which indicates a decrease in the number of students and an increase in the financial support of higher education institutions. The author identifies that the object of the study is higher education, and the main subject of the study is its financial model. The issue of the work identified as the factors that affect the funding of Latvian universities. Methodologically, the research uses various approaches, including analysis of literature sources, research of laws and regulations, statistical analysis and expert interviews to provide a broader and deeper understanding of the situation. The research participants were five experts with different experiences in the field of higher education. In the study is was analyzed the influence of the Latvian budget and European funds on the development of higher education, looking for connections between financial resources and the quality of education. The results of this analysis provided an insight into the effectiveness of financial policy at the national and EU level and the impact on the improvement of the education system. The need for a coordinated approach that combines both national and European financial instruments was emphasized to ensure sustainable and effective development of higher education in Latvia. This work has 54 pages, 3 chapters, and a total of 45 sources of information were used.
