Abstract
Bakalaura darba “Bērnu tiesību aizsardzības apdraudējums bērniem ārpusģimenes aprūpē” autore Ivita Hlopotina, Rīgas Stradiņa universitāte. Darba vadītājs Mg. Tiesību zinātnē Andris Ārgalis. Autore vēlējās noskaidrot, kādi ir bērnu tiesību aizsardzības apdraudējumi un kāds atbalsts tiek sniegts bērniem ārpusģimenes aprūpē, darbs izklāstīts uz 50 lapām, ietver 1 tabulu un 3 pielikumus.
Bakalaura darba mērķis ir izpētīt un identificēt bērnu tiesību aizsardzības apdraudējuma iemeslus ārpusģimenes aprūpē. Darbs sastāv no teorētiskās un pētnieciskās daļas.
Darba teorētiskajā daļā tika aprakstīti ārpusģimenes aprūpes veidi, bērnu tiesības, normatīvais regulējums un pašvaldību kompetence bērnu tiesību aizsardzībā, bērnu tiesību apdraudējums, atbalsts bērniem ārpusģimenes aprūpē.
Darba pētījuma daļā tika izmantota kvalitatīvā metode – dziļā intervija. Pētījumā kopumā piedalījās 15 respondenti. Tika intervēti pilngadīgie bāreņi Rīgas pašvaldības bērnu un jauniešu centra struktūrvienības “Jauniešu atbalsta centrs” klienti, lai identificētu bērnu tiesību apdraudējuma iemeslus un atbalstu, kas tiek sniegts bērniem ārpusģimeņu aprūpes sistēmā.
Kopumā pētījums atklāj to, ka pētījumā iegūtā informācija liecina par to, ka ārpusģimenes aprūpes sistēmā ir nepieciešams ieviest labojumus, pievērst individuālu uzmanību bērniem, kas atrodas ārpusģimenes aprūpes sistēmā, lai nepieļautu bērnu tiesību aizsardzības apdraudējumu, kā arī atbalsts bērniem ārpusģimenes aprūpes sistēmā ir pietiekošs, bet nav individuālā pieeja tiem.

The author wanted to find out what are the threats to the protection of children's rights and what support is provided to children in out-of-home care, the work is presented on 50 pages, includes 1 table and 3 appendices. The aim of the bachelor's thesis is to study and identify the reasons for the threat to the protection of children's rights in out-of-home care. The work consists of theoretical and research part. The theoretical part of the work described the types of out-of-home care, children's rights, regulatory framework, and local government competence in the protection of children's rights, endangerment of children's rights, support for children in out-of-home care. In the part of the research, a qualitative method was used - an in-depth interview. A total of 15 respondents participated in the study. Clients of adult orphans of the Riga Municipal Children and Youth Center structural unit “Youth Support Center” were interviewed in order to identify the reasons for endangering children's rights and the support provided to children in the out-of-home care system. Overall, the study reveals that the information obtained in the study suggests that the out-of-home care system needs to be improved, that individual attention should be paid to children in the out-of-home care system to avoid jeopardizing children's rights, and that support for out-of-home care should be sufficient. but there is no individual approach to them.
