Latvijas rūpniecisko avāriju riska ojektu komunikācijas efektivitātes analīze – trīs uzņēmumu izvērtējums

Abstract
Šajā pētījumā tiek pētīta trīs, Rīgā esošu, rūpniecisko avārijas riska objektu komunikācijas efektivitāte - VAS “Latvenergo” Rīgas TEC-1, SIA “Latvijas Ķīmija” un SIA “Riga fertilizer terminal”.
Riska komunikācijas efektivitāte pētījumā tiek definēta apkopojot atziņas no iepriekš veiktiem pētījumiem, juridiskā aspekta un akadēmiskās literatūras.
Riska komunicēšana ir juridisks pienākums, kas jāpilda katram rūpnieciskās avārijas riska objektam. Lielā mērā no šī pienākuma atbildīgas pildīšanas ir atkarīgs tas kā riskam pakļautās grupas rīkosies paaugstināta riska situācijā.
Šo objektu kontekstā, riska komunikācija, kas nepilda savu funkciju (neinformē par riskiem), var ne tikai atstāt negatīvas sekas uz cilvēku veselību, bet arī bojāt objekta reputāciju.
Pētījuma autors vēlas noskaidrot to cik lielā mērā objekti īsteno komunikāciju, kas atbilst riska komunikācijas labajai praksei. Labās prakses indikatori tiek papildināti ar atziņām un novērojumiem, kas gūti intervējot Valsts ugunsdzēsības un glābšanas dienesta priekšnieku, kurš vistiešāk saistīts ar riska komunikācijas aspektiem. Pētījuma ietvaros intervēti objektu pārstāvji, lai mērītu to cik lielā mērā objektu komunikācija sakrīt ar iepriekšminētajiem indikatoriem. Efektivitātes indikatori tika pielietoti, lai analizētu objektu izstrādātos informatīvos materiālus.
Pētījuma noslēgumā veikta riska grupu aptauja, lai gūtu informāciju par riska grupu viedokli, saistībā ar attiecīgo objektu īstenoto komunikāciju.
This study analyzes the effectiveness of three industrial accident establishments located in the district of Riga - AS “Latvenergo” Rīgas TEC-1, SIA “Latvijas Ķīmija” and SIA “Riga fertilizer terminal”. In this study the effectiveness of risk communication is defined by collecting insight from previously conducted studies, laws and academic literature. Risk communication is a duty determined by law and have to be fulfilled by these establishments. The fulfilment of these duties determines how individuals affected by the accident will act. In the context of these establishments risk communication which does not fulfill its functions (i.e. inform people about the risks) can not only cause negative consequences to the health of those affected but also ruin the reputation of the establishment. In this study the author seeks to determine to what extent these establishments implement risk communication which is accordance with the effectiveness practices. These practices are further improved with insights form an interview with the head of State fire and rescue service of Latvia. Interviews with representatives of the establishments are conducted to measure to what extent the risk communication of the establishments is in accordance with the effectiveness indicators. The effectiveness indicators are used to analyze the informative material provided by the establishments. Then surveys with the risk groups are conducted to gather information about how the groups see the risk communication carried out by the establishments.
