Abstract
Bakalaura darba temats ir “Personu ar invaliditāti tiesību uz iekļaujošu izglītību
tiesiskais regulējums Latvijā un tā pilnveidošanas iespējas”. No vispārējās izglītības sistēmas
šobrīd ir izslēgta liela daļa no personām ar invaliditāti, it sevišķi ar smagu vai ļoti smagu
invaliditāti. Ir personas ar invaliditāti, kuras objektīvi veselības stāvokļa dēļ nespēj mācīties
vispār vai spēj mācīties tikai speciālajās mācību iestādēs, vienlaikus citas personas ar
invaliditāti nevar mācīties vienotā skolā tikai tāpēc, ka izglītības sistēma nav gatava šādu
personu apmācībai. Tāpēc iekļaujošā izglītība un tās īstenošana praksē jau daudzus gadus ir
nemainīgi aktuāla gan no pedagoģiskā, gan cilvēktiesību, gan iekļaujošas sabiedrības attīstības
aspekta.
Bakalaura darba mērķis ir izpētīt personu ar invaliditāti tiesību uz iekļaujošo izglītību
tiesisko regulējumu, identificēt problēmjautājumus, sniegt secinājumus un piedāvāt
priekšlikumus. Bakalaura darbā analizēta iekļaujošā izglītība kā Latvijas izglītības sistēmas
sastāvdaļu, izpētītas personu ar invaliditāti tiesības uz izglītību cilvēktiesību un pamattiesību
kontekstā un Latvijas normatīvais regulējums par personu ar invaliditāti izglītības realizēšanu.
Pētījuma gaitā secināts, ka nevienā normatīvajā aktā nav definēts iekļaujošās izglītības
jēdziens, kas var radīt dažādu tā izpratni un īstenošanu. Latvijas normatīvie akti atbilst
Satversmei un paredz personu ar invaliditāti tiesības uz iekļaujošo izglītību, tomēr praksē bieži
vien rodas problēmas nodrošināt gan vides pieejamību, gan tehniskos palīglīdzekļus, gan
pietiekamu un kvalificētu pedagogu un atbalsta personāla skaitu. Tas prasa ievērojamus finanšu
ieguldījumus, tomēr bez tiem personu ar invaliditāti iekļaušanās vispārējā izglītības procesā nav
iespējama.

The theme of the Bachelor’s thesis is “The legislation of the rights of persons with disabilities to inclusive education in Latvia and the possibilities of its improvement”. At this moment, many people with disabilities are excluded from participating in the education system, especially those with severe and very severe disabilities. There are people with disabilities who, due to their health condition, objectively cannot participate in education or can only study in special educational facilities, while at the same time other people with disabilities cannot study in regular schools only because the education system isn’t ready to educate them. Because of that, inclusive education and it’s use in praxis has been topical for many years, both from a pedagocical, human rights and progressively inclusive view. The purpose of the Bachelor’s thesis is to research the judicial regulation of the rights of people with disabilities to an inclusive education, identify the problems, make conclusions and provide suggestions. In the thesis, inclusive education, as a part of the educational system of Latvia, is analyzed, the rights of people with disabilities to an education in the context of human rights and fundamental rights, as well as the normative regulation of the realization of education for people with disabilities is researched. During the course of the research it was found that the term “inclusive education” is not defined in any statutory regulation, which can lead to many different apprehensions and realizations of it. Latvian statutory regulations are in accordance with the constitution and stipulates the rights of people with disablities to an inclusive education. However, in practice, there are often problems with providing a learning environment, technichal aids and a sufficient ammount of qualified edducation and support staff. Providing this would require a significant financial investment, however, without them, the inclusion of people with disabilities into the education system is not possible.
