Abstract
Ķīnas Tautas Republika (ĶTR) pēdējo 20 gadu laikā piedzīvojusi strauju progresu, kas tai dod iespēju konkurēt ar tādām lielvarām kā ASV. Šo gadu laikā ĶTR ir nostiprinājusies kā viena no vadošajiem tirdzniecības partneriem un valstu finansēšanas avotiem Latīņamerikā un Karību jūras reģionā. Tomēr šī pozitīvā ietekme rada Latīņamerikas valstīm dažādus izaicinājumus un riskus. Var rasties jautājumi par to, vai ĶTR mērķi ir caurspīdīgi, vai tomēr apakšā ir apslēpti kādi citi motīvi.
Maģistra darba tēma ir “Ķīnas Tautas Republikas klātbūtne Latīņamerikā: Argentīnas un Ekvadoras gadījumu salīdzinājums” . Pētījuma mērķis ir salīdzināt un noteikt atšķirības ĶTR stratēģijā Argentīnā un Ekvadorā. Mērķa sasniegšanai darbs tiek strukturēts trīs nodaļās. Pirmajā nodaļā izpētītas neoreālisma skolas nostādnes, fokusējoties uz ofensīvā reālisma attīstību. Otrā nodaļa veltīta ĶTR un Ekvadoras, ĶTR un Argentīnas attiecību attīstības apskatīšanai, ņemot vērā gan ekonomiskās, gan politiskās attiecības. Tikmēr trešajā nodaļā analizētas un salīdzināta tirdzniecība, kā arī ĶTR finansēto projektu attīstība, kas tālāk ļauj salīdzināt, meklējot kopīgo un atšķirīgo, ĶTR pieejā Argentīnā un Ekvadorā. Darbā tiek pārbaudīta hipotēze, ka Ķīnas Tautas Republikas ārpolitikas stratēģija attiecībā uz Latīņameriku atšķiras un nav vienmērīga, tā ir atkarīga no katras valsts pieejamiem resursiem.
Darba gaitā secināts, ka ĶTR klātbūtne Argentīnā un Ekvadorā ir atkarīga ne tikai no katras valsts resursu pieejamības, bet arī citiem faktoriem, kā piemēram, Argentīnas un Ekvadoras pie varas esošās valdības, kā arī tā attīstītā komunikācija, jo ĶTR ies tik tālu, cik atļaus abu valstu valdības. ĶTR iesaistīšanās Argentīnā un Ekvadorā ir ne tikai nozīmīga attiecībā uz tirdzniecību un uzņēmējdarbību, bet arī politiskajā un drošības lomā. Abu valstu gadījumos, no neoreālisma teorijas viedokļa, ĶTR klātbūtne valstīs ir pārāk liela, ka citas valstis pat iespējams atturētas no sadarbības veicināšanas.
The People's Republic of China (PRC) has made rapid progress over the past 20 years, which allows the PRC to compete with major powers such as the United States. Over the years, the PRC has established itself as one of the leading trading partners and source of funding in Latin America and the Caribbean. However, this positive influence makes various challenges and risks for Latin American countries. Questions may arise, whether the PRC's objectives are transparent. The title of the master’s thesis is “Presence of the People’s Republic of China in Latin America: comparison of case studies of Argentina and Ecuador”. The main objective of this research is to compare and identify differences in the PRC strategy in Argentina and Ecuador. To achieve the objective, the research is structured in three chapters. The first chapter includes the research of the approach of theoretical school of neorealism, focusing on the development of offensive realism. The second chapter looks into the development of relations between the PRC and Ecuador, the PRC and Argentina, taking into account both economic and political relations. Meanwhile the third chapter analyses and compares the development of trade as well as PRC funded projects, which allows to compare and search for commonalities and differences in the PRC approach in Argentina and Ecuador. The research tests the hypothesis that the foreign policy strategy of the People's Republic of China in relations to Latin America is different and uneven, it depends on the countries’ resources. The thesis concludes that the PRC's presence in Argentina and Ecuador depends not only on the availability of each country's resources, but also on other factors, such as the Argentine and Ecuador governments, as well as its communication. The PRC's involvement in Argentina and Ecuador is important noy only for trade and business, but also for its political and security role.
