Abstract
Maģistra darba tēma ir “Ukrainas integrācija NATO un varas leģitimācija”.
Maģistra darba temats ir izvēlēts, pamatojoties uz Ukrainas sadarbību ar NATO, kura ir ieņēmusi jaunu veidolu, sekojot 2014. gad Ukrainas – Krievijas konfliktam. Šo konfliktu raksturo, ne tikai starptautisko līgumu pārkāpumi un militāra iejaukšanās citā valstī, bet arī Ukrainas un NATO sadarbības stiprināšanās. Ukrainas ārpolitikas izpildvara savu darbību Ukrainas integrācijā ir ievērojami palielinājusi un šādām darbībām var būt dažādi iemesli. Jautājums par dalību NATO Ukrainas ārpolitikā ir kļuvis vairāk aktuāls tieši 2019. gadā, turpinoties līdz pat 2021. gadam, kam par iemeslu var kalpot Ukrainas ārpolitikas izpildvaras centieni leģitimēt varu caur integrāciju NATO. Maģistra darba pētījums tiek veikts, izmantojot starptautisko attiecību teorijas neoklasiskā reālisma pieeju, kura izskaidro ārpolitikas darbību un ārpolitiku veidojošus mainīgos.
Darba pētījuma daļā tiek izmantotas divas kvalitatīvās metodes – dokumentu analīze un gadījuma analīze.
Maģistra darbs sastāv no četrām nodaļām. Pirmā nodaļa sniedz ieskatu starptautisko attiecību teorijā par neoklasisko reālismu. Teorētiskais ietvars tiek izmantots turpmākai darba analīzei: sistēmiskie mainīgie un ietekmējošie mainīgie, kuri veido valsts ārpolitiku. Otrā nodaļa sniedz analīzi par ārējiem apdraudējumiem un to līdzsvarošanu – NATO un Krievijas gadījums. Trešajā nodaļā tiek analizēti iekšējie mainīgie un to saikne ar ārpolitikas izpildvaru. Ceturtā nodaļa ir gadījuma analīze par Rīcības plānu dalībai NATO, valsts iekšpolitikas un Ukrainas prezidenta V. Zeļenska varas leģitimāciju caur integrāciju NATO. Katras nodaļas beigās tiek izdarīti secinājumi par veikto analīzi. Maģistra darba pētījuma un analīzes rezultāti ir apkopoti darba secinājumos. Darbā tiek secināts, ka Ukrainas ārpolitikas izpildvaru galvenokārt veido valsts prezidents, ārlietu ministrs un aizsardzības ministrs, iekšējie mainīgie tiek izmantoti kā leģitimācijas instruments ārpolitikas izpildvarai un Rīcības plāns dalībai NATO ir valsts prezidenta leģitimācijas instruments tā varas pozīcijas nodrošināšanai.
The title of the master's thesis is “Ukraine's integration into NATO and the legitimacy of power”. The topic of the master's thesis has been chosen based on following: Ukraine's cooperation with NATO has made new grounds and levels of cooperation since the conflict between Ukraine and Russia in 2014. This conflict is characterized not only by violations of international agreements and military intervention, but also by relations of Ukraine and NATO. Ukrainian Foreign Policy Executives have significantly increased their involvement in Ukraine's integration into NATO and there may be various reasons for such actions. The issue of NATO's membership in Ukraine foreign policy has become more relevant in 2019, continuing until 2021, which may be due to the efforts of the Ukrainian foreign policy executives to legitimize their power through acession to NATO. The research of the master's thesis ir carried out using an approach of international relations theory - neoclassical realism, which explains the operation of foreign policy and the variables that form foreign policy. In the part of the research two qualitative methods are used: document analysis and case analysis. The master's thesis consists of four chapters. The first chapter provides an insight into the theory of international relations on neoclassical realism. The theoretical framework is used for further analysis of the work: systemic variables and influencing variables that shape the country's foreign policy. The second chapter provides an analysis of external threats and their balancing – the case of NATO and Russia. The third chapter analyzes internal variables and their relationship with the foreign policy executives. The fourth chapter is a case study of NATO's Membership Action Plan, the domestic policy and the legitimacy of the power of President V. Zelensky through NATO integration. At the end of each chapter, conclusions are drawn about the analysis performed. The results of the research and analysis of the master's thesis are summarized in the conclusions of the work. This paper concludes that Ukraine's foreign policy executives are mainly composed of the president, foreign minister and defense minister, internal variables are used as a legitimation tool for the foreign policy executive and the NATO Membership Action Plan is the president's way to legitimize his position in power.
