    Building resilience of Ukrainian universities in the face of military intervention : exploring forms and implication

    This article explores the concept of organizational resilience in higher education institutions, which can enable them to deal with unexpected events, recover from crises, and contribute to future success. Despite the growing academic interest in resilience, there is a lack of consensus on its definition and how it works, highlighting the need for additional knowledge on the capabilities and conditions that make up sustainability. The authors contribute to this field by conceptualizing resilience as a meta capacity and breaking it down into three stages: adaptation, transformation, and anticipation. They also identify core capabilities, including strategic vision, operational flexibility, and a supportive culture, that form organizational resilience. Drawing on process research, the authors provide an overview of the relationship and interaction between the different stages of resilience, as well as the main prerequisites and driving forces. They also propose four tools based on an analysis of European normative-legal acts that can restore stability in crisis situations. This study advances understanding of the complex and built-in construct of organizational resilience and offers insights that can inform future empirical work in this area. The article underscores the significance of cultivating resilience capabilities in higher education institutions, particularly during times of turbulence and ambiguity, to guarantee their enduring.

    COMPLIANCE OF THE LATVIAN PERSONAL INCOME TAX SYSTEM TO PREAMBLE OF THE SATVERSME (CONSTITUTION) OF THE REPUBLIC OF LATVIA AND INTERNATIONAL OBLIGATIONS OF THE REPUBLIC OF LATVIA

    Preamble of the Satversme provides that “Latvia is a democratic, socially responsible and national state… solidarity, justice, honesty, work ethic and family are the foundations of a cohesive society.” Preamble of the Satversme is the basis for legal actions by state in order to implement it in real life for improvement of people’s welfare. Latvian personal income tax system discriminates persons with low income and employees in comparision with persons receiving income from capital. The author recommends to reform the existing flat-tax taxation system, to increase tax burden of persons, who receive their income from capital and to resume calculation of the minimum monthly amount of money required to live in Latvia.

    COVID-19 AND RELATED GOVERNMENT REGULATIONS’ IMPACT ON EMPLOYMENT IN GEORGIA

    Due to the pandemic, 2020 became one of the most memorable years in the world history. It affected employment as well. Georgia was one of the countries which experienced the pandemic impacts on its citizens. The unemployment rate in-creased by 2,1% within a year and reached 20,6% in 2021. Despite state regulations and restrictions, Georgia was among the most vulnerable countries to COVID-19 spreading. It caused severe results on employment and the whole economy. The paper aims to define and analyze the impact of COVID-19 and related state regulations’ impact on employment in Georgia as well as to identify the tendencies based on the qualitative analysis of the surveys conducted in Georgia. The existing literature and available information on the impact of COVID-19 on the economy and employment is reviewed. Comparative analysis of the EU and Georgian state regulations related to COVID-19 is provided. Data used in the paper is of secondary type. Graphs are used to visualize data, and analysis of statistical observation is applied. Georgian researcher’s findings are also used. Signif-icant evaluations and analyses are drawn depending on the collected data relating to COVID-19 impact on the economy, employment and people's perception. Some authors’ predictions are presented as well.

    Green Financial Instruments of Cleaner Production Technologies

    Despite the rather long period of solving environmental issues and research, the problems of attracting green financial instruments as sources of financing and stimulating the development and implementation of clean technologies have not been sufficiently studied. The aim of the study is to: conduct a theoretical analysis of the available data; identify trends and study green financial instruments and propose their classification; formulate hypotheses for the development of green financial instruments; and apply empirical methods of analysis to identify the dynamics of the development of environmental taxation in the EU budget. A theoretical analysis of available sources identified existing green financial instruments, which were classified as: (a) aimed at improving existing technologies for the production of goods and services through the development of greening and eco-modernization projects that contribute to the reduction of greenhouse gas emissions; (b) aimed at the development and implementation of innovative projects that change the technology for the production of goods and services, completely eliminating the emission of greenhouse gases. The hypotheses put forward for the study of the management of green financial instruments through the use of financial management mechanisms are formulated through theoretical analysis based on the environmental taxation of production technologies.

    Legal status of the honorary consular officers : Theory and practice in Latvia

    Honorary consuls are not professional diplomats, it means, they do not make a living as diplomats. They usually do live and work as well as pay taxes in the country where they operate while they do represent their native country on a voluntary/not-salaried/ basis until their appointments are revoked. Honorary consuls have limited authorization to act and conduct on behalf of their native country; they have the honour to serve their respected country and they are usually selected/appointed by their merits. Legal regime relating to honorary consular officers and consular posts headed by such officers is regulated by Vienna Convention on Consular Relations from 1963. According to the Article 59 of the mentioned convention the receiving State shall take such steps as may be necessary to protect the consular premises of a consular post headed by an honorary consular officer against any intrusion or damage and to prevent any disturbance of the peace of the consular post or impairment of its dignity. Similarly, the receiving State is under a duty to accord to an honorary consular officer such protection as may be required by reason of his official position. If criminal proceedings are instituted against an honorary consular officer, he must appear before the competent authorities. Comparative and analytical research methods are used for this paper. The author of this article proposes to introduce a special number sign for cars of the honorary consuls in Latvia, thereby showing special respect for foreign honorary consuls.

    NEW CHALLENGES FOR THE LEGAL EDUCATION IN LATVIA

    The Cabinet of Ministers of the Republic of Latvia adopted Regulation No.46 “Procedures for the National Uniform Professional Legal Qualification Examination” on January 15, 2019. These rules will apply to students who started studies in the course of the professional master's study programme at the autumn semester of 2019; therefore, the first exam will be in 2021. The qualification examination will have the following parts: (1) the theoretical part in which detailed answers to 15 questions are provided in writing; (2) the practical part in which five practical tasks (case -studies) are dealt with in writing. Novelty of the research: this is one of the newestacademic research concerning the mentioned examination which is something new for Latvian legal education, trying to make comparision with analogous Uniform Examination in Germany.The research aim is to analyse critically the new regulations and how will it affect existing master programmes of law in the universities of the Republic of Latvia. Descriptive, analytical and deductive-inductive research methods are used. Legal acts, policy planning documents and different reports were reviewed and analyzed, and subsequently conclusions and recommendations were made. On the one hand the introduction of the mentioned examination could contribute to increasing motivation of students, to acquiring deeper and more sustainable knowledge in law study programmes, which can be assessed positively. However, it is not clear what the criteria are, the content of what the requirements will be for the methodology for evaluating the National Uniform Professional Legal Qualification Examination, which is approved by the commission itself. This could be a risk element for transparency and uniform understanding during the development of examination questions and in the evaluation process of examination answers

    Sharing Model in Circular Economy towards Rational Use in Sustainable Production

    Changing business models is a topical issue in a pandemic. Recent research has shown that the search for environmentally friendly and sustainable solutions in various sectors has become relevant. The article aims to promote cooperation and adaptation of good practices between countries. Comparing the country’s history and economic situation and economic development and traditions can be seen as a precondition for success. The article examines the introduction of sharing economy and the creation of environment‐friendly trends establishing a circular economy by minimizing the population’s expenses, online business growth, and accessibility of Internet technologies. The article explores the difference between the linear economic model and the circular model by adopting sharing and the efficient joint use of materials to enhance and assess sustainable development. Based on a combination of theoretical and practical research, the article explores the dynamic system and development model of sharing a circular economy. The new concept of circular economy does not promote the overproduction of new goods but the rational use of already produced ones, which significantly reduces the amount of waste generated at all stages of the product life cycle. Population groups by different income groups for sharing services are analysed. An analysis of the price characteristics of popular sharing products was used from data from Internet portals. One concludes that due to the increase in Internet users, especially mobile apps, and social networks, C2C sharing has become quite popular over the past years. Other areas also show positive development indicators but have less demand, affecting supply. Based on an in‐depth study of the economic situation in Ukraine, the authors have critically chosen an industry to set as an example with the actual business situation. Therefore, three packages were created: pessimistic, standard and optimistic ones with different characteristics of implementing circular economic projects. The chosen method allows rational management decisions for attracting financing and sustainable solutions. The company’s business scenarios analysed in the article will allow to choose a system based on circular economy principles successfully.

    The typology of 60R circular economy principles and strategic orientation of their application in business

    The circular economy is one of the recent concepts promoted as the pathway for further green and sustainable development, yet entrepreneurs and managers lack the knowledge on implementing circular economy principles. Assuming the multi-dimensional and systemic character of the circular economy, this article provides a road map of 60R circular economy principles that can be adopted in any company to create a positive economic, environmental, and social impact. This set of circular economy principles allows the existing performance of companies within environmental regeneration to be assessed, and identifies possible improvements to business circularity. Identifying additional “R" principles could lead to increased synergy or complementarity between them. These 60R circular economy principles are classified in four groups - reduce, reuse, recycle and reverse logistics. The proposed list of CE principles provides a useful framework for business managers to structure potential tasks and develop strategies for CE implementation and serve as a roadmap for researchers to extend existing research on CE principles. This study is based on the systematic literature review critically examining 148 articles and providing a comprehensive and profound overview of circular economy principles to be considered by business practitioners and entrepreneurs. Previously, CE principles are researched in environmental sciences, engineering, and energy. This article contributes to the existing knowledge gap and builds new knowledge on the discipline of business management, as publications in these fields are scarce. The study highlights the significance of reverse logistics and calls for extensive research on how companies can incorporate material or product returns into their business models or strategies, which is a critical research question for future studies.

    Urban Transportation Concept and Sustainable Urban Mobility in Smart Cities : A Review

    In order to create a sustainable future for the urban environment in s=Smart cities, it is necessary to develop a concept of urban transport, partially reduce the use of traditional transport, primarily cars, as well as the environmental pressure on society, which is essential to move to a sustainable urban future. In the latest discussions on the future of the urban transport system, the quality of the environment, and the possibility of its improvement are discussed, this issue became especially relevant with the onset of the pandemic, when the lockdowns were introduced. The problem of sustainable transport in urban areas has been recognized in academic studies, searching for appropriate models and solutions. The article presents the latest literature review and illustrates the newest trends with several examples. VOS Viewer software has been used to classify the different keywords, according to their co-citation, following clustering techniques. By analyzing the research conducted by other researchers, it has been possible to structure the ecosystem and trends in the Urban Transportation Concept, also mentioning likely future trends. Based on the literature analysis of the Sustainable Urban Transport, the authors of the study found that a large group of researchers deal with technical solutions and innovative business models, while the essential behavioral aspects are examined in less detail. Extensive literature analysis allowed the authors to select several solutions to achieve the transformation towards sustainable transportation in urban areas: new vehicle technologies and their environmental factors’ analysis, geographic information systems, the analytic hierarchy process method, the time series analysis of road traffic accidents using multiplicative models, electrification and use of Friedman Analysis of Variance by Ranks, as well as innovations in sharing mobility.
